| 摘 要： | 从电力企业自然垄断的客观规律性及所产生的问题分析入手,对我国电力企业的产业化分割和政府管制进行研究.研究认为 ,建立有序的市场和充满活力的经济,就必须对"电力生产企业"实施电价规制,处理好电力企业改革与政府管制的关系问题.
