政策工具视角下中国环境保护政策文本量化分析

环境保护政策是实现环境良性发展的关键,其政策的发展与完善对解决中国日益严峻的环境问题具有重要意义。采用文本分析法,对中央政府颁布的环境保护政策进行了梳理与分析。基于政策工具视角,对选取的政策文本进行编码量化分析,并构建出政策工具和环境保护战略的二维分析框架。针对中国环境政策中存在的政策工具类型运用比例不均衡、政策内容使用存在偏差的问题,提出了相应的政策优化建议。

Policy Textual and Quantitative Research on Environmental Protection Policy in China from the Perspective of Policy Tools

Environmental protection policy is the key to realize the benign development of environment,the development and improvement of environmental protection policy have important significance to solve the increasingly serious environmental pol-lution problems. This paper encoded and quantified the collected policy texts from the perspective of policy tools and con-structs the analytical two-dimensional framework based on the policy tools and environmental protection strategy.
