新型农民培养问题研究

建设社会主义新农村与构建和谐社会,必须培养造就大批有文化、懂科技、会管理的新型农民。提高农民整体素质是发展现代农业,转变农业增长方式,增加农民收入的重要措施。新型农民培养是一个漫长的历史过程。当前和今后相当一段时间,应突出培养高水平的乡村干部队伍、精干的农民技术员队伍、高素质的骨干农民队伍、优秀的农民企业家队伍、技能强的产业工人队伍。通过培养五支队伍,带动广大农民素质的整体提高。要完成新型农民培养的重大历史任务,必须发挥政府主导作用,完善政策法规,加大资金投入,建立健全体系,创新工作机制,提高培养效果。

Research of New Type Farmers' Training

In order to a new countryside of the socialist and harmonious society.,We must train large numbers of new type of farmers who have good basic education and understand both agricultural techniques and business operation.Promoting the overall competence of farmers is the important measure of developing modern agriculture,shifting the pattern of agricultural growth and raising rural income.It is a long-term historical process to create new type of farmers.At present and for a fairly long time to come,we should attach more importance to foster "Five Contingents" including the contingents of qualified grass-root cadres,capable agricultural technicians,talented backbone farmers,excellent rural enterprise mangers,and competent workers of industry for important the overall competence of rural people.To achieve this important historical task,efforts should be made to strengthen the leading role of the government to improving the policies and regulations,increasing finical input improving the training system,and formulating a long-term work mechanism.
