河北省新农村建设动力机制与有效模式研究

通过对河北省典型新农村建设的调查,依据外生发展理论和内生增长理论,对新农村建设的长效机制和发展模式进行系统总结,分析新农村建设的动力因素,认为"以城带乡、以工哺农"并非普适性动力条件,人力资本、技术、激励性制度安排和农业产业集群等内生性增长因素是新农村建设可持续发展的根本。在此基础上提出河北省建设社会主义新农村的一般路径,为加快河北省新农村建设步伐提供决策依据。

Study on the Motivation Mechanism and Effective Models of New Countryside Construction in Hebei

Through investigating typical new countryside construction in Hebei Province,based on exogenous development theory and endogenous growth theory,the paper systematically summarizes the long-term mechanism and development modes of new countryside construction,and analyzes the motivation factors.It is considered that "rural areas driven by urban areas and nursing the agriculture by the industry" are not general motivation conditions,endogenous growth factors such as human capital,technology,incentive institutional arrangement are fundamental for the sustainable development of new countryside construction.Based on above research,the paper puts forward general path of new rural construction in Hebei,providing decision basis for accelerating the pace of new countryside construction.
