| 摘 要： | 土地利用总体规划实施评价已成为土地利用总体规划实施及管理工作的重要组成部分,是提出规划修编的前提,也是确保规划修编依法有序推进的重要措施。根据规划综合性和全面性的特点,构建了土地利用总体规划实施评价指标体系和评价模型。引入了基于特尔菲专家咨询、层次分析法的MATLAB软件对权重进行确定,并将研究结果应用于中牟县土地利用总体规划实施评价的实际加以验证。
