贫困县亮化度一定程度上反映着贫困县居民的生活水平发展状况,但与贫困区经济收入等相关指标的定量关系不太明确。针对该情况,提出了一种应用灯光数据的亮度统计数据,结合与贫困县经济收入等密切相关的经济规模指标、人口数量、财政收入等来定量研究贫困县亮化度模型,并选取样本贫困县对该模型进行验证。经数据验证,该模型具有较高的可信度。  相似文献

The Clean Development Mechanism (CDM) of the Kyoto Protocol of the United Nations Framework Convention on Climate Change allows a country that emits C above agreed-upon limits to purchase C offsets from an entity that uses biological means to absorb or reduce greenhouse emissions. The CDM is currently offered for afforestation and reforestation projects, but may apply subsequently to sequestration in agricultural soils. Additionally, markets outside of the Protocol are developing for soil C sequestration.  相似文献

Environmental service provision is increasingly discussed as a potential new venue for the simultaneous pursuit of development and natural resource conservation objectives, particularly among landowners in the low-income tropics. To date, most of the experience with such market-regulated mechanisms comes from water and forest projects in Latin America. Preliminary evidence suggests that participation of, and benefits to, small-scale land users are highly unequal and that the synergistic goals of poverty reduction and resource conservation through these emerging market mechanisms might be overly ambitious. This paper assesses the possibility of pro-poor environmental service provision through carbon sequestration among smallholders in the Sahel. It focuses on a case study in the small-scale, rain-fed agricultural systems of the Old Peanut Basin of Senegal. Based on a conceptual framework including economic, institutional, policy and livelihood factors, it assesses to the extent to which specific groups of farmers are able or willing to participate in and benefit from potential carbon offset programs. Finally, the paper stresses the need for adequate and equitable financial support and a careful rethinking of the institutional structures necessary to enhance rural livelihoods and natural resource management in drylands, with or without market-based environmental service programs.  相似文献

Based on the results of participatory diagnostic surveys conducted in 95 rural communities in the hillsides of Honduras, we determine income earning strategies at the community level; identify their main determinants; and analyze the adoption of of conservation practices. Eight income-earning strategies were distinguished that reflect differences in comparative advantage between communities. We explain the choice of income earning strategy using a multinomial logit model that includes biophysical, economic, social and institutional variables. We use a probit model to show that adoption of conservation practices is determined by the type of income earning strategy, population density, market access, and organizational variables.  相似文献

Food security is a high priority issue on the Chinese political agenda. China’s food security is challenged by several anthropogenic, sociopolitical and policy factors, including: population growth; urbanization and industrialization; land use changes and water scarcity; income growth and nutritional transition; and turbulence in global energy and food markets. Sustained growth in agricultural productivity and stable relations with global food suppliers are the twin anchors of food security. Shortfalls in domestic food production can take their toll on international food markets. Turbulence in global energy markets can affect food prices and supply costs, affecting food security and poverty. Policy safeguards are needed to shield food supply against such forces. China must make unremitting policy responses to address the loss of its fertile land for true progress towards the goal of national food security, by investing in infrastructure such as irrigation, drainage, storage, transport, and agricultural research and institutional reforms such as tenure security and land market liberalization. The links between water and other development-related sectors such as population, energy, food, and environment, and the interactions among them require reckoning, as they together will determine future food security and poverty reduction in China. Climate change is creating a new level of uncertainty in water governance, requiring accelerated research to avoid water-related stresses.  相似文献

Current payment for environmental service (PES) schemes face challenges in the form of evaluation of opportunity costs and ecosystem service delivery, high transaction costs, and difficulties in ensuring conditionality. Even when these conditions are met, PES may be undermined by a lack of inclusivity, leading to societal conflicts over land use. We propose a new PES-type approach that we call Landscape Labelling that seeks to overcome these problems by combining PES and product certification principles applied at a landscape scale with local benefits realized at the community level.  相似文献

Our study area in the Chaobai watershed, upstream of Miyun Reservoir, has been undergoing agricultural water transfers to downstream municipal uses in Beijing. We examine the impacts of water reallocation on crop production and farmers’ income and discuss issues relating to current compensation mechanisms. We use data from a survey of 349 farm households and their farm plots in the upper Chaobai watershed within Hebei province. Water reallocation from upstream to downstream areas has reduced agricultural water supply and the area irrigated. Regression results show that in plots deprived of irrigation, maize yields decrease by 21% and crop revenues decline by 32%. On average, losing irrigation on one hectare of cultivated land reduces net crop income by 2422 yuan. We examine compensation arrangements and social equity for the major policies implemented in the region and we identify gaps between current compensation levels and farmers’ income and production losses. The current compensation received by farmers is generally lower than the losses incurred due to reduced irrigation. A more appropriate compensation mechanism is called for in future water transfers.  相似文献
