Despite regular reforms, problems under the EU's Common Fisheries Policy (CFP) persist. In order to identify priorities for future reforms of the policy, we developed an analytical framework consisting of 17 criteria and specifying indicators, derived from scientific, wider fisheries, and common resources literature. We applied the framework to the CFP governance system, its regulations, institutions, and processes at EU as well as member state level. The results show that the CFP does not fully meet any of the 17 criteria for an effective resource policy. Its performance was assessed as “neutral” regarding 10 criteria and “negative” regarding seven criteria. Trend analysis shows that there is a slightly positive trend regarding the CFP's performance, with five criteria trending positively, 11 showing a neutral trend and only one criterion trending negatively (simplicity of rules). The analysis identified five criteria which are performing badly and have not improved over time: simplicity of rules, user‐pays principle, resource efficiency, accountability, and compliance mechanisms. Future reforms of the CFP should first and foremost address these criteria while continuing efforts to improve the CFP's performance regarding other criteria. The evaluation of the CFP demonstrates the applicability of the analytical framework which can also be applied to other multilevel fisheries governance systems. Moreover, the results can inform reforms of Regional Fisheries Management Organisations. Like the CFP, these institutions manage transboundary fisheries and have not effectively addressed the issues of resource rent capture and resource efficiency.  相似文献

Predatory fish structure communities through prey pursuit and consumption and, in many marine systems, the gadoids are particularly important. These predators have flexible feeding behaviours and often feed on large prey items. Digestion times of large prey are usually longer than handling times, and gut processing limits feeding rate at high prey density. Optimizing the gut content mix can therefore be an important behavioural strategy. Here, we develop a foraging model that incorporates gut processing and use the model to disentangle internal and external limitations on feeding in the omnivorous cod (Gadus morhua, Gadidae). We extend the traditional definition of prey profitability to consider prey digestive quality, which we quantify for prey of Northeast Atlantic cod populations. We find an important role for gut limitation; within a range of ecologically relevant temperatures and prey densities, predicted feeding rates were strongly reduced compared to feeding constrained by external factors only, and the optimal diet composition under gut limitation differed from predictions from traditional foraging theory. Capelin, a main prey of Northeast Arctic cod, had the highest digestive quality of all prey across ecosystems, but the cold temperatures in the Barents Sea strongly limited feeding rate by slowing down digestion. Baltic cod fed on a higher proportion of poor‐quality prey compared to the other populations, contributing to its slow growth in relation to water temperature. Gut limitation is particularly important to consider in foraging models for fish with many alternative prey species or fish occupying cold waters where digestion is slow.  相似文献

The aim of this study was to find a natural and cheap agent that could induce defence responses in potato plants to combat Phytophthora infestans, which causes late blight disease that is one of the most devastating plant pathogens in agriculture. We tested whether a sugar beet extract (SBE), derived through a simple extraction procedure from a large-scale plant waste product, induced resistance under green-house conditions. In three potato genotypes differing in their level of resistance to P. infestans (two susceptible genotypes: Desiree and Bintje and one partially resistant: Ovatio), treatment with SBE resulted in significant reduction of the size of the infection lesions in a pattern similar to that seen with application of a known defence-inducing compound, β-aminobutyric acid (BABA). Lower sporangial production was also observed on SBE-treated leaves, but the reduction in sporangial production was more pronounced after BABA treatment. SBE had no apparent toxic effect on the hyphal growth of the pathogen or on the germination of sporangia. Instead, SBE triggered pathogenesis-related protein (PR-1 and PR-2) induction which suggests that the protection conferred by SBE could be via induced resistance. An array of phenolic metabolites was found in the SBE that may contribute to the defence response.  相似文献

Context

Converting monocultures to mixed-species stands is thought to be a promising approach to increase forest productivity and resilience, while additionally providing other ecosystem goods and services (EGS). However, the importance of tree species composition and structure remains unclear, particularly beyond the stand scale due to the difficulty of conducting comprehensive, long-term experiments.

Objectives

To compare the ability of different tree species mixtures to provide various EGS at the landscape scale.

Methods

We used a dynamic forest landscape model to simulate all possible combinations of dominant tree species for two landscapes; a high-elevation alpine region (Dischma valley, Switzerland) and a lowland valley (Mt. Feldberg, Germany). We evaluated multiple EGS, including protection from gravitational hazards, aboveground biomass, and habitat quality, and examined trade-offs and synergies between them.

Results

Mixed-species forests were usually better in providing multiple EGS, although monocultures were often best for single EGS. The simulation results also demonstrated how changing environmental conditions along an elevational gradient had a strong impact on the structure of different species combinations and therefore on the provisioning of EGS.

Conclusion

Tree species diversity alone is not a good predictor of multifunctionality. Mixtures should be selected based on local environmental conditions, complementary functional traits, and the ability to provide the EGS of interest. Although our work focused on current climatic conditions, we discuss how the modelling framework could be employed to consider the impacts of climate change and disturbances to improve our understanding of how mixed-species stands could be used to cope with these challenges.

Prunus virginiana L. (chokecherry) fruit has potential to provide both food and energy and as annual yield of biomass and energy are much greater than annual crops such as canola and wheat. We determined chokecherry fruit weight fractions as well as pit and extracted seed oil concentrations and fatty acid composition. Gross energy for each of the fractions was determined, as were carbon and nitrogen content. Extrapolation of these data suggests that gross energy from pits alone over a 24-year period (890 GJ·ha(-1)) is equivalent to that from an entire canola/wheat rotation (850 GJ·ha(-1)). After maturity, pulp contributes an additional 1130 GJ·ha(-1) over 21 years from ~3.4 t·ha(-1)·year(-1) (dw), while wood from pruning could add another 60 GJ·ha(-1)·year(-1). Over this time period, chokecherry would produce 1.5-2.5 times the amount of oil produced by a canola/wheat rotation.  相似文献

The main reason for meadow bird declines is supposed to be the intensification of grassland management with earlier first harvest dates and more frequent harvests, resulting in high nest destruction rates. To increase productivity of meadow bird populations in intensified grassland areas a delay of mowing date and individual nest protection measures have been proposed. However, for ground-nesting songbirds such as the whinchat (Saxicola rubetra) the effectiveness of such measures remains widely unknown. In particular, if nest predation rate is high, measures to protect nests from agricultural destruction alone might be questionable. Here, we quantify whinchat nest survival of (1) unprotected nests situated in early mown meadows, (2) protected nests situated in early mown meadows, and (3) nests situated in late mown meadows. Analyses considered the fact that successful and unsuccessful nests are not found with equal probabilities. Periods of reduced nest survival were associated with mowing periods in the different types of meadows. In early mown meadows nest survival rates were low (S < 0.1), and both conservation measures, individual nest protection and delayed mowing, resulted in significantly increased nest survival rates (S > 0.7). Individual nest protection cannot avoid changes in habitat quality of intensively managed meadows, and therefore is only suitable as small-scale and short-term measure to increase nest success until a high portion of late mown meadows is established. Thus, we suggest that a combination of the two measures applied to intensified grassland fields should be provided to maintain viable sizes of endangered meadow bird populations.  相似文献

In Vietnam as much as half of the total land area is already degraded by soil erosion and nutrient depletion. In particular, degradation due to deforestation is increasingly affecting mountainous areas in north-western Vietnam. The necessity to safeguard the farmers' livelihoods requires sustainable resource management, which firstly requires a qualitative and quantitative evaluation of resources. The objectives of the present study were to (1) identify the dominant soil types and their vulnerability using elicitation of local soil knowledge, (2) characterise the physical and chemical properties of the soils and (3) link them to the relief position and land use in order to (4) initiate sustainable soil use based on recommendations deduced from objectives (1) to (3). These objectives were achieved also by the elicitation of local knowledge. The final aim of the study was to initiate sustainable soil use based on recommendations for sustainable land use scenarios. The Chieng Khoi commune in Son La province of northern Vietnam was chosen as representative for other erosion-prone Southeast Asian sloping areas. In a participatory approach, combining local and scientific knowledge, sixteen sites were selected, representative for distinct relief positions, parent material (sand stone and silt stone), land use history, and erosion hazard. Chemical (e.g. content of organic matter, nitrogen, cation exchange capacity, base saturation, and plant available phosphorous) and physical properties (e.g. air capacity, plant available water) were used to estimate soil fertility. The predominant reference soil groups in the study area are Alisols and Luvisols, with a high diversity in respect to soil fertility. These soils are locally named ‘red soil’ and ‘black soil’, respectively. Although the main physical processes are erosion and selective sedimentation, farmers tend to underestimate their impact and causes, whereas soil quality was well-evaluated. Soils with high fertility were found on less eroded upper parts of hills and at sites, where agricultural use started only recently. Once degraded by cultivation practices, soils derived from sandstone did not recover even after more than 50 years of fallow. As a result of unsustainable land use, soils on middle and lower slopes are often affected by severe soil erosion, whereas foot slope soils suffer from accumulation of eroded infertile subsoil material as well as stagnic conditions. This study showed that unsustainable land use at upslope landscape positions has a severe impact on downslope areas. The elicitation of local knowledge facilitated the identification of such hot spots, allowing the implementation of spatially targeted conservation measures.  相似文献

This study compares different soil mapping approaches in three different petrographic areas in order to test their suitability for regional mapping in northern Thailand. Sampling was based on transects or grid-based randomization. Maps were created based on expert knowledge (eye fitting) or using Classification Tree (CART algorithm) or the Maximum Likelihood approach. In addition, local knowledge-based-soil maps were created. Validation was performed using soil reference maps and independent sampling points. The mapping approaches based on transects and grid-based randomization showed a very high correspondence with the respective reference soil map and a very high degree of matching with independent sampling points. Both methods are best suited for sub-watershed scale. Mapping larger areas is difficult due to the inaccessibility of the mountainous regions. The soil maps based on Maximum Likelihood showed a high correlation with the respective reference soil maps and the individual sampling points. Maximum Likelihood maps and Classification Tree maps showed similar levels of accuracy. The Maximum Likelihood approach is applicable to upscaling procedures; therefore, a calibration area is required which represents the target area. Local knowledge-based-soil mapping is very cheap and fast, but is restricted to village areas where classification often varies even within a village. Despite this, local knowledge is very useful for soil reconnaissance surveys, as well as to acquire an overview of the major distribution of soils and their properties. Upscaling of local knowledge due to its inherent inconsistency is not realistic.  相似文献

Poultry products are an important source of Salmonella enterica. An effective way to reduce food poisoning due to Salmonella would be to breed chickens more resistant to Salmonella. Unfortunately host responses to Salmonella are complex with many factors involved. To learn more about responses to Salmonella in young chickens, a cDNA microarray analysis was performed to compare gene expression profiles between two chicken lines under control and Salmonella infected conditions. Newly hatched chickens were orally infected with S. enterica serovar Enteritidis. Since the intestine is the first barrier the bacteria encounter after oral inoculation, intestinal gene expression was investigated at different timepoints. Differences in gene expression between the two chicken lines were found in control as well as Salmonella infected conditions. In response to the Salmonella infection a fast growing chicken broiler line induced genes that affect T-cell activation, whereas in a slow growing broiler line genes involved in macrophage activation seemed to be more affected at day 1 post-infection. At days 7 and 9 most gene expression differences between the two chicken lines were identified under control conditions, indicating a difference in the intestinal development between the two chicken lines which might be linked to the difference in Salmonella susceptibility. The findings in this study have lead to the identification of novel genes and possible cellular pathways, which are host dependent.  相似文献

Aleutian mink disease virus (AMDV) is a parvovirus that causes an immune complex-mediated disease in minks. To gain a more detailed view of the molecular epidemiology of mink AMDV in Finland, we phylogenetically analysed 14 new Finnish strains from 5 farms and all 40 strains with corresponding sequences available in GenBank. A part of the major non-structural (NS1) protein gene was amplified and analysed phylogenetically. A rooted nucleotide tree was constructed using the maximum parsimony method. The strains described in this study showed 86-100% nucleotide identity and were nearly identical on each farm. The ratio of synonymous to non-synonymous substitutions was approximately 2.7, indicating a mild purifying selection. Phylogenetic analysis confirmed that AMDV strains form three groups (I-III), all of which contained Finnish strains. The tree inferred that the three lineages of AMDV have been introduced to Finland independently. The analysis suggested that AMDV strains do not cluster into genotypes based on geographical origin, year of isolation or pathogenicity. Based on these data, the molecular clock is not applicable to AMDV, and within this gene area no recombination was detected.  相似文献
