Extension and communication needs amongst small-scale pig producers, described as pig producers with less than 100 sows, have been previously identified. These producers, who are believed to pose a biosecurity risk to commercial livestock industries, are characterized by a lack of formal networks, mistrust of authorities, poor disease reporting behaviour and motivational diversity, and reliance on other producers, veterinarians and family for pig health and production advice. This paper applies stakeholder identification and analysis tools to determine stakeholders' influence and interest on pig producers' practices. Findings can inform a risk communication process and the development of an extension framework to increase producers' engagement with industry and their compliance with biosecurity standards and legislation in Australia. The process included identification of stakeholders, their issues of concerns regarding small-scale pig producers and biosecurity and their influence and interest in each of these issues. This exercise identified the capacity of different stakeholders to influence the outcomes for each issue and assessed their success or failure to do so. The disconnection identified between the level of interest and influence suggests that government and industry need to work with the small-scale pig producers and with those who have the capacity to influence them. Successful biosecurity risk management will depend on shared responsibility and building trust amongst stakeholders. Flow-on effects may include legitimating the importance of reporting and compliance systems and the co-management of risk. Compliance of small-scale pig producers with biosecurity industry standards and legislation will reduce the risks of entry and spread of exotic diseases in Australia.  相似文献

The Influenza Pandemic (H1N1/09) virus was first reported in humans in Mexico in April 2009 and a pandemic level was declared on 11th of June 2009 by the World Health Organization (Chan, 2009; WHO, 2009a). Public misconceptions about the transmission of H1N1/09 were caused by the inadequate naming of the disease as 'swine influenza'. This cross-sectional study was conducted at the height of the outbreak in the Australian human population and before the virus was reported in the first piggery in Australia in July 2009 (OIE, 2009b; Holyoake et al., 2011). The aims of this study were to evaluate pig producers' perceptions about the virus and the outbreak financial impact and influence on on-farm biosecurity practices. A questionnaire was designed and posted to Australian Pork Limited (APL) members (n=460), obtaining responses from 182 producers (39.6%). Pig producers had good general knowledge on potential transmission pathways for H1N1/09 between people, with direct or close contact with a sick person perceived as the most likely pathways. Changes on biosecurity practices, such as asking visitors if they had recently been overseas (27.8%) and not allowing any visitor to inspect their pigs (18.3%), were reported among respondents. In addition, approximately 40% of producers asked their employees to notify flu like symptoms, consulted a veterinarian on H1N1/09 and visited websites to seek information on H1N1/09. A higher adoption of these practices was observed among large (>100 sows) than small herds. Only 2.9% of respondents reported a reduction in pig sales during the outbreak. However, approximately one third of producers reported being financially and emotionally stressed, 38.2% were distressed about the health of their pigs and 16.7% about their own health. The most important sources of information were APL (93%), veterinarians (89%) and the state Department of Primary Industries (DPI) (75%). The first two considered the most trusted sources of information. Television, radio and other farmers were considered more important sources of information by small herds and veterinarians by larger herds. Producers believed that the H1N1/09 outbreak was better managed by the pork industry (89.9%) than by the health authorities (58.8%), and the on-going communication with APL was the main strength of the outbreak management. Communication and extension programs in future outbreaks should consider the needs of all sectors of the pig industry to increase their effectiveness.  相似文献

Bovine viral diarrhoea virus (BVDV) is an economically significant disease affecting the Australian cattle industry, with losses stemming from decreased production and reproductive performance and control costs. However, these losses can be difficult to appreciate, particularly in endemic regions. Overall, there is a variable but high herd-level seroprevalence in Australia. Despite a potentially high financial burden of the disease, the onus for control ultimately falls on producers and strategies employed will vary between regions. A cross-sectional study, using a postal survey, was conducted in 2013 to evaluate the BVDV knowledge, attitudes and management practices utilised by Australian cattle producers. A total of 192 producers participated in the study, and results indicate that knowledge and attitudes towards disease risk are variable and can be improved. Producer knowledge of how persistently infected (PI) animals are produced was higher than that of disease outcomes or transmission pathways. Implementation of biosecurity practices was limited, with approximately half of respondents employing quarantine procedures for introduced stock and only 2% indicating they would antigen test introduced stock for BVDV. Approximately a third (36%) of producers reported engaging in BVDV control, with the majority of these using vaccination strategies over deliberate exposure to a PI. Knowledge of and engagement with BVDV control was positively influenced by the producer relationships with veterinarians. Findings from this study suggest that building on education and delivering a consistent message among stakeholders would likely improve producer awareness and understanding in relation to BVDV and support decision making in BVDV management.  相似文献

The Australian goat meat industry has grown significantly in the last decade, with the value of exports nearly tripling. However, because carcase weight has remained constant over this time, the drivers of industry growth are price and supply. Animal health and reproduction are key factors contributing to supply and productivity, yet limitations to production management are poorly understood, hampering advice for effective intervention. This exploratory study aims to provide insights into the animal health and reproductive management practices and perceptions among meat goat producers in Australia. To achieve this aim, 20 producers, located in New South Wales, Queensland, Western Australia and Victoria, operating under different production systems were interviewed. The results of this study suggest that animal health management could be improved and that producers perceive a lack of relevant and species-specific information available to help them make informed decisions. Reproductive management and records varied greatly across producers interviewed. Kid loss was identified as an issue, with a 28% estimated average (6%–47% range) of losses from kidding until weaning. Producers identified predation, doe nutrition and mismothering as the biggest contributors to kid loss, with the majority of losses occurring within a week of birth. All producers believed management could minimise kid loss. This study highlights the importance of improving reproductive rates among goat enterprises and provides new information on the current practices within the Australian meat goat industry. This may assist the development of appropriate strategies for improving health and reproductive management and delivery of advice to producers.  相似文献

A cross-sectional study was conducted involving 759 Australian horse owners to determine their biosecurity practices and perceptions one year after the 2007 equine influenza outbreak and to investigate the factors influencing these perceptions and practices. A web link to an online questionnaire was sent to 1224 horse owners as a follow-up to a previous study to obtain information about biosecurity perceptions and practices, impacts of the 2007 EI outbreak, demographic information and information about horse industry involvement. Ordinal logistic regression analyses were conducted to determine factors associated with poor biosecurity practices. Biosecurity compliance (low, medium, high), as determined by horse owners' responses to a 16-item question on the frequency of various biosecurity measures, was used as the outcome variable in ordinal logistic regression analyses. Variables with a univariable p-value ≤0.2 were eligible for inclusion in multivariable models built using a manual stepwise approach. Variables with a p-value <0.05 in multivariable models were retained in the final model. Two potential confounders - age and gender of participants - were included in the final model irrespective of their p-values. Thirty percent of the respondents had low biosecurity compliance and were performing biosecurity practices 'not very often' or 'never'. Younger people, people with two or more children, those who were not involved with horses commercially and those who had no long-term business impacts resulting from the 2007 EI outbreak were more likely to have lower biosecurity compliance. People who were not fearful of a future outbreak of equine influenza in Australia and those who thought their current hygiene and access control practices were not very effective in protecting their horses also had poor biosecurity practices. In this observational study we identified factors associated with a group of horse owners with low levels of biosecurity compliance. As this cross-sectional study only assesses associations, the identified factors should be further investigated in order to be considered in the design of extension activities to increase horse owners' biosecurity compliance.  相似文献

ABSTRACT

Aims: To collect baseline data on the contact risk pathways and biosecurity practices of commercial poultry farms in New Zealand, investigate the relationship between the farm-level disease contact risks and biosecurity practices, and identify important poultry health concerns of producers.

Methods: A cross-sectional survey of all registered New Zealand commercial poultry operations was conducted in 2016 collecting information on farm demographics, biosecurity practices, and contact risk pathways. Survey responses were used to generate an unweighted subjective disease risk score based on eight risk criteria and a subjective biosecurity score based on the frequency with which producers reported implementing seven biosecurity measures. Producer opinions towards poultry health issues were also determined.

Results: Responses to the survey response were obtained from 120/414 (29.0%) producers, including 57/157 (36.3%) broiler, 33/169 (19.5%) layer, 24/55 (44%) breeder, and 6/32 (19%) other poultry production types. Median disease risk scores differed between production types (p?<?0.001) and were lowest for breeder enterprises. The greatest risk for layer and broiler enterprises was from the potential movement of employees between sheds, and for breeder enterprises was the on- and off-farm movement of goods and services. Median biosecurity scores also differed between production types (p?<?0.001), and were highest for breeder and broiler enterprises. Across all sectors there was no statistical correlation between biosecurity scores and disease risk scores. Producers showed a high level of concern over effectively managing biosecurity measures.

Conclusions: The uptake of biosecurity measures in the commercial poultry farms surveyed was highly variable, with some having very low scores despite significant potential disease contact risks. This may be related to the low prevalence or absence of many important infectious poultry diseases in New Zealand leading farmers to believe there is a limited need to maintain good biosecurity as well as farmer uncertainty around the efficacy of different biosecurity measures. Further research is needed to understand barriers towards biosecurity adoption including evaluating the cost-effectiveness of biosecurity interventions.  相似文献

Zoonotic diseases, transmitted from animals to humans, are a public health challenge in developing countries. Livestock value chain actors have an important role to play as the first line of defence in safeguarding public health. However, although the livelihood and economic impacts of zoonoses are widely known, adoption of biosecurity measures aimed at preventing zoonoses is low, particularly among actors in informal livestock value chains in low and middle-income countries. The main objective of this study was to investigate knowledge of zoonoses and adoption of biosecurity measures by livestock and milk value chain actors in Bura, Tana River County, in Kenya, where cattle, camels, sheep and goats are the main livestock kept. The study utilised a mixed methods approach, with a questionnaire survey administered to 154 value chain actors. Additional information was elicited through key informant interviews and participatory methods with relevant stakeholders outside the value chain. Our results found low levels of knowledge of zoonoses and low levels of adherence to food safety standards, with only 37% of milk traders knowing about brucellosis, in spite of a sero-prevalence of 9% in the small ruminants tested in this study, and no slaughterhouse worker knew about Q fever. Actors had little formal education (between 0 and 10%) and lacked training in food safety and biosecurity measures. Adoption of biosecurity measures by value chain actors was very low or non-existent, with only 11% of butchers wearing gloves. There was a gendered dimension, evidenced by markedly different participation in value chains and lower adoption rates and knowledge levels among female actors. Finally, cultural and religious practices were shown to play an important role in exposure and transmission of diseases, influencing perceptions and attitudes to risks and adoption of biosecurity measures.  相似文献

OBJECTIVE: To evaluate biosecurity practices of cow-calf producers. DESIGN: Cross-sectional survey. SAMPLE POPULATION: 2,713 cow-calf operations were used in phase 1 of the study, and 1,190 cow-calf operations were used in phase 2. PROCEDURE: Producers were contacted for a personal interview between Dec 30, 1996 and Feb 3, 1997 regarding their management practices. Noninstitutional operations with 1 or more beef cows were eligible to participate in the study. Producers who participated in the first phase of the study and who had > or = 5 beef cows were requested to continue in the study and were contacted by a veterinarian or animal health technician who administered further questionnaires. All contacts for the second phase of the study were made between Mar 3, 1997 and Apr 30, 1997. Additional data on use of various vaccines, testing of imported cattle for brucellosis, Mycobacterium paratuberculosis, bovine viral diarrhea, and tuberculosis as well as potential for feed contamination were collected during the second phase of the study. RESULTS: Producers commonly engaged in management practices that increased risk of introducing disease to their cattle such as importing cattle, failing to quarantine imported cattle, and communal grazing. Producers inconsistently adjusted for the increased risk of their management practices by increasing the types of vaccines given, increasing the quarantine time or proportion of imported animals quarantined, or increasing testing for various diseases in imported animals. CONCLUSIONS AND CLINICAL RELEVANCE: Cow-calf herds are at risk for disease exposure from outside sources when cattle are introduced to the herd, and producers do not always adjust management practices such as vaccination schedules and quarantine procedures appropriately to minimize this risk. Veterinary involvement in education of producers regarding biosecurity risks and development of rational and economical biosecurity plans is needed.  相似文献

OBJECTIVE: To determine biosecurity practices and travel history of individuals exhibiting livestock at the 2005 California State Fair. DESIGN: Survey. STUDY POPULATION: 137 individuals exhibiting livestock at the fair. PROCEDURES: Exhibitors were asked to complete a survey to gather information about the animals they exhibited, the biosecurity practices they used, and the distances they traveled to exhibit their animals. RESULTS: 132 of the 137 (96%) respondents came from California, with respondents representing 40 of California's 58 counties. Median number of livestock exhibitions attended by respondents during the past 12 months was 3 (range, 1 to 7). Respondents indicated that 787 of the 812 (97%) animals they exhibited would be returned home after the fair. Nine (7%) respondents indicated that they did not take any particular biosecurity precautions before arriving at the fair, and 14 (10%) indicated that they did not take any particular biosecurity precautions while at the fair. Only 36 (26%) respondents indicated that they quarantined their animals when returning to their farm of residence after the fair. CONCLUSIONS AND CLINICAL RELEVANCE: Results indicated that there was extensive movement of livestock among exhibitions in California, posing a potential threat for widespread dispersion of disease throughout the state and beyond, particularly given the low percentages of exhibitors who used various biosecurity measures.  相似文献

Constraints to the introduction of enhanced biosecurity systems are rarely considered in sufficient detail when population medicine specialists initiate new control schemes. The main objective of our research was to investigate and compare the different attitudes constraining improvement in biosecurity for cattle and sheep farmers, practising veterinary surgeons and the auxiliary industries in Great Britain (GB). This study was carried out utilizing farmer focus groups, a questionnaire survey of veterinary practitioners and a telephone survey of auxiliary industry representatives. It appears that farmers and veterinarians have their own relatively clear definitions for biosecurity in relation to some major diseases threatening GB agriculture. Overall, farmers believe that other stakeholders, such as the government, should make a greater contribution towards biosecurity within GB. Conversely, veterinary practitioners saw their clients’ ability or willingness to invest in biosecurity measures as a major constraint. Veterinary practitioners also felt that there was need for additional proof of efficacy and/or the potential economic benefits of proposed farm biosecurity practices better demonstrated. Auxiliary industries, in general, were not certain of their role in biosecurity although study participants highlighted zoonoses as part of the issue and offered that most of the constraints operated at farm level.  相似文献

Background

Farm-level biosecurity provides the foundation for biosecurity along the entire production chain. Many risk management practices are constantly in place, regardless of whether there is a disease outbreak or not. Nonetheless, the farm-level costs of preventive biosecurity have rarely been assessed. We examined the costs incurred by preventive biosecurity for Finnish poultry farms.

Methods

We used a semi-structured phone interview and obtained results from 17 broiler producers and from 5 hatching egg producers, corresponding to about 10% of all producers in Finland.

Results

Our results indicate that the average cost of biosecurity is some 3.55 eurocent per bird for broiler producers (0.10 eurocent per bird per rearing day) and 75.7 eurocent per bird for hatching egg producers (0.27 eurocent per bird per rearing day). For a batch of 75,000 broilers, the total cost would be €2,700. The total costs per bird are dependent on the annual number of birds: the higher the number of birds, the lower the cost per bird. This impact is primarily due to decreasing labour costs rather than direct monetary costs. Larger farms seem to utilise less labour per bird for biosecurity actions. There are also differences relating to the processor with which the producer is associated, as well as to the gender of the producer, with female producers investing more in biosecurity. Bird density was found to be positively related to the labour costs of biosecurity. This suggests that when the bird density is higher, greater labour resources need to be invested in their health and welfare and hence disease prevention. The use of coccidiostats as a preventive measure to control coccidiosis was found to have the largest cost variance between the producers, contributing to the direct costs.

Conclusions

The redesign of cost-sharing in animal diseases is currently ongoing in the European Union. Before we can assert how the risk should be shared or resort to the ''polluter pays'' principle, we need to understand how the costs are currently distributed. The ongoing study contributes towards understanding these issues. The next challenge is to link the costs of preventive biosecurity to the benefits thus acquired.  相似文献

Air transport of livestock occurs frequently from most Australian major cities. The total journey time starts with road transport from the farm or pre-export facility to the departing airport where livestock are crated, and ends with the unloading of animals at the premises or farm in the importing country. We reviewed the literature regarding airfreight and conclude that there was minimal information on current practices within this industry, particularly for procedures after arrival at the Australian airport, and during the on-board phase.  相似文献

The integrated commercial poultry system is a highly connected network in which routine activities keep farms within a geographic area in constant contact. Consequently, biosecurity practices designed to minimize the transmission of infectious diseases between and within farms are an important component of modern flock health programs. A survey of Georgia poultry growers was conducted in order to assess the level of adoption of standard biosecurity measures by farm personnel and visitors. The results showed that compliance with recommended biosecurity practices did not significantly vary by company, farm size, or number of farms owned by the same grower. However, biosecurity was higher in the northern part of the state, where the density of farms is higher, and where there was an ongoing outbreak of infectious laryngotracheitis at the time of the study. The survey found that growers place more emphasis on biosecurity measures targeting farm visitors than those targeting farm personnel. Most growers reported that all visitors to the farm were required to wear shoe covers, although visitors were not typically required to park outside the farm entrance or to wash tires on their vehicles. No visitor type was reportedly excluded from poultry houses during grow out on all farms. The results highlight the need to evaluate the comparative efficacy of specific biosecurity measures in order to set priorities and attain feasible rates of implementation of targeted biosecurity practices.  相似文献

Backyard gallinaceous bird flocks may play an important role in the spread of infectious diseases within poultry populations as well as the transmission of zoonotic diseases to humans. An epidemiologic characterization was conducted of Colorado backyard flocks to gather information on general flock characteristics, human movement of birds, human-bird interaction, biosecurity practices, and flock health. Our results suggest that backyard poultry flocks in Colorado are small-sized flocks (68.6% of flocks had < 50 birds); consist primarily of layer chickens (85.49% of flocks), show chickens (32.18% of flocks), and waterfowl (34.07% of flocks); and are primarily owned for food (meat or egg) production for the family (86.44%) or as pet or hobby birds (42.27%). The backyard flock environment may promote bird-to-bird transmission as well as bird-to-human transmission of infectious disease. Birds are primarily housed with free access to the outside (96.85%), and many are moved from the home premises (46.06% within 1 yr). Human contact with backyard flocks is high, biosecurity practices are minimal, and bird health is negatively impacted by increased movement events. Increased knowledge of backyard bird characteristics and associated management practices can provide guidelines for the development of measures to decrease disease transmission between bird populations, decrease disease transmission from birds to humans, and increase the overall health of backyard birds.  相似文献

Biosecurity practices of beef cow-calf herds in western Canada have not been studied extensively nor is there a good understanding of their association with herd health. A survey was sent to 103 cow-calf producers of the Western Canadian Cow-Calf Surveillance Network. Eighty completed questionnaires were returned. Bulls were purchased for all herds during the 2014 to 2017 study period; 54% of herds purchased heifers and 42% purchased cows. The use of standard biosecurity practices was generally low with 30% of producers keeping purchased animals separate and 30% vaccinating new additions. None of the evaluated biosecurity practices were associated with reporting Johne’s disease. The purchase of > 10 bulls, the purchase of cows, not vaccinating animals bought into the herd, and use of community pasture were associated with a bovine respiratory disease outbreak. Outbreaks of calf diarrhea were associated with the purchase of 10 or more bulls, the use of a community pasture, and leasing or sharing bulls.  相似文献

Preparedness for an incursion of an exotic animal disease is of key importance to government, industry, producers and the Australian community. An important aspect of Australia's preparedness for a possible incursion of foot-and-mouth disease is investigation into the likely effectiveness and cost-efficiency of eradication strategies when applied to different regional outbreak scenarios. Disease modelling is a tool that can be used to study diseases such as foot-and-mouth disease to better understand potential disease spread and control under different conditions. The Australian Government Department of Agriculture, Fisheries and Forestry has been involved with epidemiologic simulation modelling for more than 10 years, and has developed a sophisticated spatial model for foot-and-mouth disease (AusSpread) that operates within a geographic information system framework. The model accommodates real farm boundary or point-location data, as well as synthesised data based on agricultural census and land use information. The model also allows for interactions between herds or flocks of different animal species and production type, and considers the role that such interactions are likely to play in the epidemiology of a regional outbreak of foot-and-mouth disease. The user can choose mitigations and eradication strategies from those that are currently described in Australia's veterinary emergency plan. The model also allows the user to evaluate the impact of constraints on the availability of resources for mitigations or eradication measures. Outputs include a range of maps and tabulated outbreak statistics describing the geographic extent of the outbreak and its duration, the numbers of affected, slaughtered, and, as relevant, vaccinated herds or flocks, and the cost of control and eradication. Cost-related outputs are based on budgets of the value of stock and the cost of mitigations, each of which can be varied by the user. These outputs are a valuable resource to assist with policy development and disease management.  相似文献

OBJECTIVE: To compare published recommendations regarding biosecurity practices for various production animal species and classes. DESIGN: Literature review. POPULATION: Educational materials available on the World Wide Web that provided biosecurity recommendations for dairy cattle, beef cattle, small ruminant, swine, and poultry producers. PROCEDURES: Web sites for national producer organizations, university cooperative extension services, and state departments of agriculture were searched to identify educational materials with biosecurity recommendations. RESULTS: A single national organization was selected as representing each animal agriculture commodity group. A total of 53 university Web sites were visited, and 65 publications prepared by university cooperative extension services were identified and evaluated. Web sites for all 50 state departments of agriculture were searched, and 29 were found to have at least 1 publication related to biosecurity practices, for a total of 46 publications. Evaluation of the biosecurity recommendations revealed wide variations by source and within and among commodity groups. CONCLUSIONS AND CLINICAL RELEVANCE: Results suggested that educational materials for producers contained wide variations in recommended biosecurity practices. It is possible that some producers choose not to implement biosecurity recommendations because of confusion as to the specific recommendations they should follow.  相似文献

There is a growing demand for information about the health and well-being of animals on farms. Such information has many uses. In some instances such information is used locally by livestock owners and producers to gauge their position relative to their peers. In other instances the information can be used at a national or international level by policy makers and trade negotiators. Animal health companies use such information to target research and product development. Academicians and other educators use information on animal health to teach future members of the agricultural industries. In addition, consumers are asking more questions about the manner in which animals are raised and cared for on farms. With so many stakeholders with an interest in such information there is a need for objective data collected with credible methods covering a substantial proportion of the population of interest. Such efforts are unlikely to be accomplished by entities other than a nationally focused unit in the government. The United States Department of Agriculture's National Animal Health Monitoring System (NAHMS) has been providing management and health-related data on the United States livestock and poultry populations for nearly 20 years.  相似文献

The land-based livestock industries in Australia face particular challenges in assuring high animal welfare standards due to large land areas and stock numbers, climatic extremes and relatively low inputs in terms of manpower and infrastructure. These factors make a major contribution to welfare issues associated with nutrition, health, mustering and handling, and transportation. In addition, welfare is seriously compromised by the invasive procedures that are conducted on livestock, such as castration, dehorning, mulesing and tail-docking. At least partial solutions to welfare issues associated with nutrition, health, mustering and handling are available now and should be universally adopted. There are potential solutions available for castration and dehorning, which require some further research and development. Genetic technologies can also provide a solution for dehorning, mulesing and tail-docking. Inevitably, all livestock experience transportation, and research and development is required to determine optimal practices for Australian conditions in order to minimise the negative impacts on animal welfare.  相似文献
