Marine heatwaves are increasingly affecting marine ecosystems, with cascading impacts on coastal economies, communities, and food systems. Studies of heatwaves provide crucial insights into potential ecosystem shifts under future climate change and put fisheries social-ecological systems through “stress tests” that expose both vulnerabilities and resilience. The 2014–16 Northeast Pacific heatwave was the strongest and longest marine heatwave on record and resulted in profound ecological changes that impacted fisheries, fisheries management, and human livelihoods. Here, we synthesize the impacts of the 2014–2016 marine heatwave on US and Canada West Coast fisheries and extract key lessons for preparing global fisheries science, management, and industries for the future. We set the stage with a brief review of the impacts of the heatwave on marine ecosystems and the first systematic analysis of the economic impacts of these changes on commercial and recreational fisheries. We then examine ten key case studies that provide instructive examples of the complex and surprising challenges that heatwaves pose to fisheries social-ecological systems. These reveal important insights into improving the resilience of monitoring and management and increasing adaptive capacity to future stressors. Key recommendations include: (1) expanding monitoring to enhance mechanistic understanding, provide early warning signals, and improve predictions of impacts; (2) increasing the flexibility, adaptiveness, and inclusiveness of management where possible; (3) using simulation testing to help guide management decisions; and (4) enhancing the adaptive capacity of fishing communities by promoting engagement, flexibility, experimentation, and failsafes. These advancements are important as global fisheries prepare for a changing ocean.  相似文献

Marine protected areas (MPAs) have been increasingly proposed, evaluated and implemented as management tools for achieving both fisheries and conservation objectives in aquatic ecosystems. However, there is a challenge associated with the application of MPAs in marine resource management with respect to the consequences to traditional systems of monitoring and managing fisheries resources. The place‐based paradigm of MPAs can complicate the population‐based paradigm of most fisheries stock assessments. In this review, we identify the potential complications that could result from both existing and future MPAs to the science and management systems currently in place for meeting conventional fisheries management objectives. The intent is not to evaluate the effects of implementing MPAs on fisheries yields, or even to consider the extent to which MPAs may achieve conservation oriented objectives, but rather to evaluate the consequences of MPA implementation on the ability to monitor and assess fishery resources consistent with existing methods and legislative mandates. Although examples are drawn primarily from groundfish fisheries on the West Coast of the USA, the lessons are broadly applicable to management systems worldwide, particularly those in which there exists the institutional infrastructure for managing resources based on quantitative assessments of resource status and productivity.  相似文献

Commercial fishing licences are central to fisheries management systems. They define and allocate harvest rights, place rules upon authorized harvesters and, in some cases, require holders to pay user fees. In this paper, we ask how licences and licensing relate to access, itself a broader concept defined as the opportunity to derive benefits from resources and that draws attention to how institutions and social structures enable and constrain different individuals and groups. Using published literature, reports and publicly available licence data for fisheries off of British Columbia, Canada, we overview licensing history and examine all major commercial licence types in the jurisdiction. Using a network approach, we also describe the diverse suite of licence portfolios held in 2017. Results show that there were 6,563 commercial fishing licences registered by 2,377 unique holders, including a handful that hold ‘access‐rich’ and a much larger number who hold ‘access‐constrained’ portfolios. The literature review and analysis support two broadly applicable conclusions. First, that licensing history shapes access and that limited entry policies continue to influence who benefits from fisheries resources well beyond implementation. Second, that analysing licence holdings suggests business strategies and fishing prospects available to different harvesters and other commercial fisheries participants in a jurisdiction. In response to demand for greater attention to human dimensions and to the perception that indicators are challenging to develop and integrate, we advance conceptual thinking and practical approaches relevant to fisheries research and evaluation.  相似文献

The failure of fisheries science to preserve life in the oceans is broadly recognized. Here, we argue that part of this failure is the result of the philosophical basis behind fisheries science. In the middle of the 20th century, synthesizing more than half a century of insights dealing with what they called the 'overfishing problem', British scholars gave birth to some of the first predictive fishery management tools. Although novel for their time, the main objective of the approach was to advise the fishing industry on how to maximize the exploitation of fish resources without jeopardizing the viability of fish populations. Half a century on from these first attempts, we need a wider historical perspective to understand species dynamics, both natural and anthropogenic. We are also aware that there are other benefits society obtains from the ocean than maximum sustainable catches and we need to understand the role of biodiversity in social welfare. Not only should fishing be regarded as an economic activity but also as a planetary-scale human experiment that requires experimental controls for a continuous evaluation of its performance and effects. Here, we present a philosophical approach to the problem, synthesizing material from the different disciplines that we consider should be addressed. A mix of insights may best help to deal with the 'overfishing problem.'  相似文献

There are currently at least six commercial fisheries harvesting six different species of euphausiid, or krill: Antarctic krill (Euphausia superba), fished in the Antarctic; North Pacific krill (Euphausia pacifica), fished off Japan and off western Canada; Euphausia nana, fished off the coast of Japan; Thysanoessa inermis, fished off the coast of Japan and off eastern Canada; and Thysanoessa raschii and Meganyctiphanes norvegica which have been experimentally harvested off eastern Canada. The current world catch of all species of krill is over 150 000 tonnes per annum but few fisheries are being exploited to their maximum theoretical potential. The size of the world krill harvest is currently limited by lack of demand, although some fisheries are being deliberately managed at low levels because of ecological concerns. We have outlined the history of these krill fisheries to determine where there are common trends and issues which will affect their future development. Krill products are currently mostly used for the aquaculture and sport fishing market but considerable effort has also been put into developing products for human consumption, particularly from Antarctic krill. The future development of krill fisheries is examined in the light of information on trends in krill products which include pharmaceutical and industrial uses in addition to nutritional products. Because of the central ecological role of krill in many marine ecosystems, the subject of krill harvesting is a sensitive issue and krill fisheries require careful management. This requirement has spawned an innovative international management regime in the Antarctic — the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR) — which has developed procedures for managing the harvest of Antarctic krill that may be applicable to other fisheries. The common problems of managing krill fisheries are outlined particularly those relating to the role of krill in many coastal ecosystems, and as prey for many other species which are commercially fished.  相似文献

There is broad consensus that the main problem facing fisheries globally is too many boats chasing too few fish. Unfortunately it is also possible to argue that there are too many proposed solutions and not enough practical answers to improving fisheries management. There is a deepening divide between those who propose alternative regulatory controls on fishers, including establishing large areas permanently closed to fishing, and those who argue for better alignment of incentives combined with broad participation of resource users in fishery management decisions (in simple terms, between top down and bottom up systems of governance). However despite the choice of policy instruments used, a consistent outcome is that resource users behave in a manner that is often unintended by the designers of the management system. Hence whilst uncertainty is broadly recognized as a pervasive feature of fisheries management, to date most of the attention has focussed on only part of that uncertainty – scientific uncertainty about the status of exploited resources. The effect of uncertainty generated on the human side of fisheries science and management has received much less attention. However, the uncertainty generated by unexpected resource user behaviour is critical as it has unplanned consequences and leads to unintended management outcomes. Using empirical evidence of unexpected resource user behaviour and reviewing current responses to unexpected management outcomes, we identify different approaches that both improve prediction of human behaviour in fisheries systems and identify management measures that are more robust to these sources of uncertainty. However, unless the micro scale drivers of human behaviour that contribute to macro scale implementation uncertainty are communicated effectively to managers and considered more regularly and in greater depth, unanticipated responses to management actions will continue to undermine management systems and threaten the sustainability of fisheries.  相似文献

Knowledge of life‐history traits is increasingly recognized as an important criterion for effective management and conservation. Understanding the link between physiology and life history is an important component of this knowledge and in our view is particularly relevant to understanding marine and freshwater fishes. Such linkages (i.e. the life‐history/physiology nexus) have been recently advocated for avian systems and here we explore this concept for fish. This paper highlights the gap in fisheries literature with regard to understanding the relationship between physiology and life history, and proposes ways in which this integration could improve fisheries management and conservation. We use three case studies on different fishes (i.e. the Pacific salmon, the grouper complex and tuna) to explore these issues. The physiological structure and function of fish plays a central role in determining stock response to exploitation and changes in the environment. Physiological measures can provide simple indicators necessary for cost‐effective monitoring in the evaluation of fisheries sustainability. The declining state of world fisheries and the need to develop and implement restoration strategies, such as hatchery production or protected areas, provides strong incentive to better understand the influence of physiology on population and reproductive dynamics and early life history. Physiology influences key population‐level processes, particularly those dealing with reproduction, which must be incorporated into the design and successful implementation of specific and broadscale initiatives (e.g. aquatic protected areas and bycatch reduction). Suggestions are made for how to encourage wider application of the physiology/life‐history link, in fisheries management and conservation, as well as more broadly in education and research.  相似文献

It is often said that managing fisheries is managing people. This truism implies that fisheries science inherently involves disciplines that focus on fish and their population dynamics, humans and their behaviour, and policy and decision making. This is particularly true for recreational fisheries, where the human behavioural motivation and human response to management actions may be more difficult to predict than in commercial fisheries. We provide a synthesis of the multi‐disciplinary literature on modelling recreational angler behaviour to inform management of recreational fisheries. We begin by defining the recreational fisheries system in an interdisciplinary manner. We then assess the literature for empirical evidence of disciplinary crossover. Using bibliometric data, we provide evidence that there is little disciplinary crossover, particularly between fisheries biology, including applied ecology, and quantitative social science, including economics. We identify critical barriers to disciplinary crossover, such as database indexing issues and nomenclature. Next, we provide a review of critical contributions to the literature, and locate these contributions within our interdisciplinary conceptualization of the recreational fisheries system. This synthesis is intended to be a cross‐disciplinary bridge to facilitate access to the broader literature on modelling angler behaviour, with the ultimate goal of improving recreational fisheries management.  相似文献

Despite increased fisheries science output and publication outlets, the global crisis in fisheries management is as present as ever. Since a narrow research focus may be a contributing factor to this failure, this study uncovers topics in fisheries research and their trends over time. This interdisciplinary research evaluates whether science is diversifying fisheries research topics in an attempt to capture the complexity of the fisheries system, or whether it is multiplying research on similar topics, attempting to achieve an in‐depth, but possibly marginal, understanding of a few selected components of this system. By utilizing latent Dirichlet allocation as a generative probabilistic topic model, we analyse a unique dataset consisting of 46,582 full‐text articles published in the last 26 years in 21 specialized scientific fisheries journals. Among the 25 topics uncovered by the model, only one (Fisheries management) refers to the human dimension of fisheries understood as socio‐ecological complex adaptive systems. The most prevalent topics in our dataset directly relating to fisheries refer to Fisheries management, Stock assessment, and Fishing gear, with Fisheries management attracting the most interest. We propose directions for future research focus that most likely could contribute to providing useful advice for successful management of fisheries.  相似文献

The role of spatial management, including marine protected areas, in achieving fisheries outcomes alongside conservation goals is debated. In fisheries that fail to meet fishing mortality targets, closed areas are sometimes implemented to reduce fishing mortality. However, fisheries with stronger management, including rights‐based approaches that can address overcapacity and overfishing problems, often employ spatial management as well. Here, we compare the objectives, design, and performance of spatial management in nine temperate demersal fisheries in North America, Oceania, Europe, and Africa that employ rights‐based systems. Common objectives of spatial management included protecting habitat, juveniles, and spawners and reducing discards. Recovering age structure and creating scientific reference sites were less common objectives, despite being widely cited benefits of spatial management. Some fisheries adopted single closures to achieve single objectives, whereas others adopted diverse networks to achieve multiple objectives. Importantly, many spatial protections are implemented primarily through industry initiatives. Environmental change compromised the efficacy of spatial management in some cases, suggesting the need to design spatial management systems that are robust to changing ocean conditions. Fisheries with diverse and extensive spatial management systems have generally healthier fish stocks. Whether this implies that spatial management contributed substantially to fishery performance is unclear due to an absence of large‐scale, long‐term studies aimed at discerning different drivers of success. Although these targeted monitoring studies of closed areas are limited, such studies are necessary to help resolve the ongoing debate and to enable more purposeful design of spatial management for fisheries and conservation.  相似文献

Failure to understand the potential responses of fishers to management measures creates a significant risk of revisiting the familiar scenario of perverse and unintended consequences of those measures. This paper reports on a choice experiment survey to evaluate fisher's preferences for various management measures proposed under the EU Common Fisheries Policy (CFP) reform process, but the conclusions have wider relevance as similar measures are used by comparable fleets in fisheries globally. The survey was conducted with fishers involved in mixed pelagic and demersal fisheries in Ireland, pelagic fisheries in Denmark and demersal fisheries in Greece. Fisheries management policies were characterized by five attributes designed both to cover the principal CFP reform proposals and to integrate ecological, social, economic and institutional factors affecting fisher's decisions. The study uses a random utility modelling framework to reveal the preferences of the fishers across the alternative policy attributes. Results show that while there are generally preferences both for healthy stocks and for maintaining the importance of fishing to the local community, strong interfishery preference differences exist. These differences are most notable in relation to a discard ban and to the use of individual transferable fishing rights, favoured in Denmark, but not in Ireland for instance. The strength of these interfishery differences supports the assertion that there are no panaceas in fisheries management and that solutions should be tailored within the context of specific fisheries. Not doing so could create a significant risk of inappropriately managed fisheries that may lead to unsustainable outcomes.  相似文献

We present demographic, social, historical and ecological data to challenge the generalization that traditional tenure and fishing taboos constitute cultural adaptations that evolved to prevent over‐harvesting of subsistence fisheries in the Pacific. In particular, we re‐examine the seminal and widely cited arguments of Johannes (Annual Review of Ecology and Systematics 1978; 9 , 349–364), which constructed tenure and taboos primarily as traditional fishery management tools for the entire Pacific region. While it is difficult to disprove Johannes’ logic for some sites, particularly in formerly densely populated parts of Polynesia and Micronesia, our review of data and literature for Melanesia indicate very different origins and functions for these institutions. Our study shows that human population densities in most of the Western Pacific prior to European colonial intrusions were too low to have generated sufficient fishing pressure to drive the evolution of a conservation ethic. Our review for Melanesia shows that customary marine tenure and fishing taboos are primarily designed to manage relationships between social groups, rather than to sustain food security from fisheries. We argue that proper recognition of the cultural role of tenure and taboos is critical to progressing marine resource management in Melanesia.  相似文献

Decline in size‐at‐age of Chinook Salmon (Oncorhynchus tshawytscha) has been observed for many populations across the entire Northeast Pacific Ocean, and identifying external drivers of this decline is important for sustainable management of these ecologically, economically, and culturally valuable resources. We assessed size‐at‐age of 96,939 Chinook Salmon sampled in the Fraser River watershed (Canada) from 1969 to 2017. A broad decline in size‐at‐age was confirmed across all population aggregates of Fraser River Chinook Salmon, in particular since year 2000. By developing a novel probability‐based approach to calculate age‐ and year‐specific growth rates for Fraser River Chinook Salmon and relating growth rates to environmental conditions in specific years through a machine learning method (boosted regression trees), we were able to disentangle multi‐year effects on size‐at‐age and thus identify environmental factors that were most related to the observed size‐at‐age of Chinook Salmon. Among 10 selected environmental variables, ocean salinity at Entrance Island in spring, the Aleutian Low Pressure Index and the North Pacific Current Bifurcation Index were consistently identified as important contributors for four of the seven age and population aggregate combinations. These top environmental contributors could be incorporated into future stock assessment and forecast models to improve Chinook Salmon fisheries management under climate change.  相似文献

Payments for Ecosystem Services (PES) is a powerful economic tool that gives positive conditional incentives for the provision of additional ecosystem services over the status quo, which has been used widely in terrestrial conservation. Interest in the concept of marine PES has recently emerged, but the fluid, transboundary and often common pool nature of marine ecosystems presents challenges for PES design and implementation. Here, we consider the potential role of PES in addressing current gaps in fisheries management. Used in combination with conventional regulatory approaches, PES may increase private sector engagement and generate more sustainable financing for fisheries management whilst spreading accountability throughout the supply chain. The approach is most likely to be feasible and effective in commercially valuable fisheries with: (i) demand for one or more ecosystem service and a threat to supply; (ii) suitable baseline data available and potential management actions underpinned by robust science; (iii) clarity and security of property rights; (iv) capacity for hybrid multi‐level governance; (v) capacity for rigorous monitoring, control and surveillance; and (vi) potential for financial sustainability of the scheme. An examination of four contrasting fisheries – Namibian hake, Mozambican shallow‐water shrimp, Western and Central Pacific skipjack tuna and Bangladesh hilsa – demonstrates that a developing world fishery will rarely fulfil each of these preconditions a priori, but that the potential for successful application of PES still exists. In practice, PES design will depend on the institutional context and require creative and innovative approaches to the maintenance of conditionality and additionality.  相似文献

Abstract  The use of legal minimum lengths is one of the oldest forms of regulation in fisheries management. Management objectives using minimum legal lengths are varied, often conflicting and generally poorly communicated. This paper introduces a decision support system that will assist fisheries managers in determining optimal legal minimum lengths. The system uses multi-criteria decision analysis to enable the integration of objective scientific and biological information into a system that assesses the success of any potential length limit in achieving each of the management objectives. The system can also document trade-offs between options that achieve management objectives and short-term socio-economic impacts. The decision support system is demonstrated using 13 commercially and recreationally important coastal species from New South Wales, Australia.  相似文献

为客观地揭示全球主要渔业国家水产科学的研究态势及其研究热点,以2000—2018年InCites和Web of Science核心合集中文献数据作为统计源,利用文献计量学方法,对其文献的增长趋势、被引情况及期刊分布进行分析,并基于合作网络分析、关键词共现的知识图谱等方法,探究全球水产科学的研究态势及其研究热点。结果显示,在水产科学研究文献的年度发文态势方面,美国的文献数量总体维持在较高水平并呈现动态波动,近年来略有下降趋势;中国大陆的研究文献基本上呈指数增长,并呈稳步上升趋势,至2018年接近美国的发文数量;其他国家都呈现较为平稳的动态波动。载文期刊分布均符合布拉德福提出的文献离散规律,各国载文量排名在前20的期刊大多为国际顶级期刊,其学术上的影响力较大。优势学科领域基本集中在海洋淡水生物学、兽医学、海洋学、动物学、免疫学、湖沼生物学以及生物化学与分子生物学等,但各国侧重点不一致。研究表明,全球主要渔业国家研究热点主要为:①基于生物学参考点的渔业管理与保护研究;②渔业资源评估与管理评价研究;③开展渔业资源的基础生物学研究;④开展基于生态系统的管理措施及政策目标研究等主题。各研究热点间均呈现高度融合的现象,促进了综合性交叉学科的发展。  相似文献

The lecture traces the historical path to overfishing of the world's fish and shellfish stocks, and provides an assessment of marine fish resources in the later half of the 1990s. The basis of overfishing as noted by various fishery scientists is reviewed. Four factors, including institutional paralysis, the rapidity of technological developments, uncertainty of science, and the inability to monitor and enforce regulations are identified as the major problems leading to overfishing. The failure of the world community to deal with extensive overfishing, appears to have motivated managers and scientists to promote a new fishery management paradigm that focuses on a broader set of problems resulting from fishing, and establishes a more conservative decision‐making process founded on precautionary principle and uncertainty. The author feels that the evolving paradigm will result in the rebuilding of a number of stocks in the United States, but is less certain of its adoption on a global scale, and whether or not science will play a more useful role in fisheries management. It is noted that the support for fisheries science and the status of fisheries have followed opposite courses. Over the past half century marine science has boomed, diversified and become intellectually and materially enriched, while the number of overfished stocks and ecological disasters has increased. Looking ahead it is expected that fisheries management will move into a more conservative era. The focus of fisheries has moved from full use of ocean resources to establishing yields that take into account the impacts of fisheries on target and non‐target species and the ecosystem in general. Although there has been wide‐spread abuse in the use of the world's fishery resources and condemnation of the fishing industries, the author feels that the government institutions must bear the primary responsibility for the historical course of fishery management and its failure.  相似文献

We have developed a set of tools that operate within an aquatic geographic information system to improve the accessibility, and usability of remote‐sensed satellite and computer‐modeled oceanographic data for marine science and ecosystem‐based management. The tools form the Pelagic Habitat Analysis Module (PHAM), which can be applied as a modeling platform, an investigative aid in scientific research, or utilized as a decision support system for marine ecological management. Applications include fisheries, marine biology, physical and biological oceanography, and marine spatial management. The GIS provides a home for diverse data types and automated tools for downloading remote sensed and global circulation model data. Within the GIS environment, PHAM provides a framework for seamless interactive four‐dimensional visualization, for matching between disparate data types, for flexible statistic or mechanistic model development, and for dynamic application of user developed models for habitat, density, and probability predictions. Here we describe PHAM in the context of ecosystem‐based fisheries management, and present results from case study projects which guided development. In the first, an analysis of the purse seine fishery for tropical tuna in the eastern Pacific Ocean revealed oceanographic drivers of the catch distribution and the influence of climate‐driven circulation patterns on the location of fishing grounds. To support management of the Common Thresher Shark (Alopias vulpinus) in the California Current Ecosystem, a simple empirical habitat utilization model was developed and used to dynamically predict the seasonal range expansion of common thresher shark based on oceanographic conditions.  相似文献
