While political and scientific interests in ecosystem services (ES) information increases, actual implementation in planning still remains limited. We investigated how landscape and regional planners in Germany already use environmental information, and explored their perceptions concerning an integration of additional information on ES in their work. Four themes are addressed: (1) existing decision-making contexts, (2) current use of environmental information, (3) perceived options for integrating ES information, and (4) useful ES information formats. The research method consists of semi-structured interviews and a web-based survey with German landscape and regional planners. Results are disaggregated between landscape and regional planners, as well as planners with and without prior knowledge of the ES concept. Our results illustrate that a broad range of environmental information is already used that could be associated with ES, but the two most frequently consulted data, species and habitats, relate more to biodiversity. Stronger integrating ES information in planning was generally perceived as useful. However, implementation would often require a mandate from higher-ranking policy levels and the provision of appropriate resources. Project-oriented planning, public information and regional development were seen as promising application contexts. Contrary to our expectations, planners with prior knowledge of the ES concept did not evaluate the usefulness of ES information significantly more optimistic. No single optimal ES information format (ordinal, cardinal, economic valuation) emerged, but context-specific combinations were proposed. The results present valuable guidance for studies and assessments that aim at addressing the ES information needs and requirements of decision makers, and planners in particular.  相似文献

The application of the ecosystem services (ES) concept in land use planning has great potential to enhance the awareness of planning actors on their interactions. At the same time it can contribute to improve the linkage between the role of land use patterns and the understanding of land system functioning and its contribution to human well-being. The concept should be developed in a way that can be applicable in socio-ecological systems where nature and society are capable of enhancing their roles mutually. The objective of this paper is to suggest a standardized scheme and generalizable criteria to assess how successful the application of the ES concept contributed to facilitate participatory planning. We consider three potential advantages and three critical aspects for how to improve the applicability and relevance of the ES concept in planning. Hereon based, we present a balanced score card tool for which we broke down to advantages and risks into concrete questions. We illustrate the application of this approach with two case studies, representatives of two major governance schemes in relation to land use planning. We demonstrate that the balanced score card approach helps to reveal potential imbalances regarding the consideration of different ES groups. It supports testing the potential of the ES concept to enhance or not interactions of local and regional actors. We conclude that the framework should be reconsidered after a set of case studies to be developed into a monitoring tool for supporting planning practices.  相似文献

Spatial plans shape land-use changes, which in turn are main drivers of anthropogenic ecosystem alterations, therefore influencing the ecosystem services (ES) delivered by a given territory. However, integration of the ES concept in policies and plans is reported as poor in literature. The main goal of this research is to gain insight on the views and perceptions of Portuguese regional spatial planners regarding the ES concept and its integration in spatial plans. For that we designed and administered a questionnaire survey aimed at practitioners and decision-makers from Portuguese regional spatial planning authorities. The survey focused on issues such as the level of awareness and knowledge of the ES concept among planners, the perceived level of current ES integration in regional spatial plans and corresponding strategic environmental assessments, the main factors that either facilitate or obstruct that integration, or the level of importance given to ES integration in the planning process. Findings show that planners know the ES concept, they consider it as important to be integrated in spatial planning and, interestingly, that it is already rather integrated in existing plans. They believe that planning teams and authorities have skilled human resources for ES integration. However, they revealed a low knowledge on the main initiatives intended to push ecosystem services into the political agenda, like for example the Millennium Ecosystem Assessment. The questionnaire used can be easily transferred into other spatial planning contexts to draw, e.g. a broader European picture on ES integration in spatial planning.  相似文献

Tuning participatory processes is often insufficient to achieve transition from authoritative state to democratic and participatory forest governance due to institutional inertia and unwillingness to truly decentralize decision-making power. Social innovations as reconfigurations of relationships between state, market actors, civil society and science can help to meet concerns of local people about forest Ecosystem Services (ES). In Ukraine, the Swiss-Ukrainian Forest Development (FORZA) pilot project initiated a social innovation process complementing regional forest planning with local participatory community development plans in Transcarpathia. This paper examines what kind of changes need to accompany the succession of participatory practices in transition processes from authoritative state to democratic forest governance, and what are the lessons learned for social innovations based on the Ukrainian case study. This paper synthesizes knowledge on the FORZA case analyzed by inductive content analysis, and integrates these local level results with a national survey (N?=?244) on Ukrainian forest governance. Transition processes need to go “beyond participation” by (i) legal reforms to better acknowledge ES important for local people, (ii) a change from an exclusive focus on timber to acknowledging multiple ES, (iii) changed spatial and temporal rationales of state-based governance, and (iv) recognition of local people as credible experts. Social innovations can detect key barriers to the transition during the policy experiments, and need to pay significant attention on how the novel practices can be sustained after the pilot, replicated elsewhere and up-scaled. Without such considerations, social innovation projects may only remain as a marginal curiosity.

The development and use of the conceptual framework of ecosystem services (ES) has been very successful in supporting the broad diffusion and application of ES within science and policy communities. However, most of the currently proposed interpretations of the framework neither correlate to environmental planning nor to decision-making contexts at the local and regional scale, which is a potential reason for the slow adoption and practice of the ES conceptual framework. This paper proposes a practice-oriented ES evaluation (PRESET) model specifically adapted to the requirements of local and regional planning and decision-making contexts, and discusses its potential benefits and implications for practice. Through the usage of PRESET we suggest making a distinction between ‘offered ES’, ‘utilized ES’, ‘human input’, and ‘ES benefits’ as relevant information for decision-making. Furthermore, we consider it important to link these decision-support categories to different value dimensions relevant in planning and management practice. PRESET provides guidance to inject the ES concept into planning, but needs to be implemented together with concrete assessment methods, indicators and data. The planning strategic benefits of using PRESET include its reference to existing legislative objectives, avoiding the risk that monetized ES values might dominate decision-making, clarification of human contributions, and easier identification of land use conflicts and synergies. Examples are given for offered and utilized ES, as well as for respective evaluation approaches and instruments of implementation.  相似文献

Globally green infrastructure (GI) planning has developed with alternative conceptual and implementation viewpoints. In the UK and USA this has led to the establishment of a dual narrative; one identifies a set of conceptual principles within the wider global GI debate, whilst the second focusses on localised interpretations of these principles within divergent delivery approaches. Such plurality adds a level of complexity to the development of GI policy and subsequent investments, which can be understood if both narratives are debated simultaneously. A number of factors have influenced this process; the most prominent being the dislocation between GI policies, practice and funding. This paper addresses this fragmentation proposing that a ‘policy-implementation’ gap exists within national and sub-national planning practice which limits the transferability of global principles into delivery. Therefore although the conceptual understanding of GI is grounded in the global literature, greater variability is evident in the application of these principles within localised (i.e. national, regional and sub-regional) planning. The paper extends this debate through a discussion of whether a consensus for the conceptual advancement and implementation of GI is a necessary aim of its development. It concludes that such plurality of understanding is both a positive and negative attributes of GI planning, highlighting the complexity of attempts to align global and local development narratives for GI.  相似文献

The potential of landscapes to supply multiple benefits to society beyond commodities production has received increasing research and policy attention. Linking the concept of multifunctionality with the ecosystem services (ES) approach offers a promising avenue for producing scientific evidence to inform landscape planning, e.g., about the relative utility of land-sharing and land-sparing. However, the value for decision-making of ES-based multifunctionality assessments has been constrained by a significant conceptual and methodological dispersion. To contribute towards a cohesive framework for landscape multifunctionality, we analyse case studies of joint ES supply regarding ten criteria designed to ultimately answer four aspects: (i) the multifunctionality of what (e.g., landscapes), (ii) the type of multifunctionality (e.g., based on ES synergies), (iii) the procedure of multifunctionality assessments, and (iv) the purpose of multifunctionality. We constructed a typology of methodological approaches based on scores for criteria describing the evaluation method and the level of stakeholder participation in assessments of joint ES supply. Surveyed studies and underlying types of methodological approaches (spatial, socio-spatial, functional, spatio-functional) differed in most criteria. We illustrate the influence of methodological divergence on planning recommendations by comparing two studies employing contrasting approaches (spatial and functional) to assess the joint supply of wildlife habitat and agricultural production in the Argentine Chaco. We distinguish between a pattern-based and process-based multifunctionality, where the latter can only be detected through approaches considering the ecological processes (e.g., ES complementarities) supporting the supply of multiple ES (functional and spatio-functional). Finally, we propose an integrated approach for assessing a socially-relevant process-based multifunctionality.  相似文献

Despite growing knowledge of ecosystem services (ES), and heightened awareness of their political and socio-economic relevance, mainstreaming and implementing ES in landscape planning and decision-making are still in their infancy. The objective of this special issue, therefore, is to explore requirements for, approaches to, and potential impacts of, integrating ES in landscape planning and management. The issue includes three key research themes: (i) Requirements and interests of planners and decision-makers for integrating ES in different application contexts, (ii) Approaches to applying ES in (participatory) planning, and (iii) Potential impacts of integrating ES in policy and decision-making. These themes are addressed by 12 papers that refer to case studies in Africa, Australia, and Europe. Four lessons are highlighted: (i) Information on ES is considered useful by many practitioners, but the type, production and communication of ES information need to be adapted to the specific context of a planning case; (ii) A broad range of approaches are available for integrating the ES concept in (participatory) planning with different and complementary contributions to decision-support; (iii) Effectively integrating ES in planning requires careful scoping of the context, objectives and capacities; (iv) Integrating ES in planning can effectively support the co-production of relevant knowledge and the collaboration of diverse actors. A new research field of ‘Planning-for-ES Science’ is emerging which focuses on, among other issues, the critical evaluation of real-world case studies of applying the ES concept in different fields of practice.  相似文献

Green infrastructure (GI) has become an important tool to achieve sustainability and resilience in cities because of its various benefits, including stormwater management, urban heat island mitigation, air quality improvement, and carbon storage. Most existing studies have often focused on a single aspect, while few studies have incorporated the results of GI analysis into the planning process. To address this gap, we propose a planning framework to prepare the GI intervention solutions, aimed at identifying the priority actions, hubs to extract maximum multifunctionality, and preference types at the regional scale. We applied the planning framework to Wuhan city as a case study, and found an overall significant multifunctional potential. Two-thirds of the benefit pair (including spatial autocorrelation and bivariate spatial autocorrelation for benefits) relationships were found to be positive, and block areas approximately 15% of the total area were recommended as hubs to lay out the GI. Warnings should be received for evidence, revealing that industrial areas have higher requirements for GI that can alleviate the thermal environment and improve air quality. Strong positive correlations between various benefits were found in this area, especially based on a relatively large proportion of existing natural land. Further, we classified the types of GI preference by SOM (Self-organizing map neural network), and found that differentiated GI planning and strategy formulation are required by different types of regions. The planning framework provides intuitive guidance for GI intervention solution making, which can provide planners and government officials a deeper understanding of GI discourse based on clearly explained answers of important decision-making questions.  相似文献

This paper presents a method to quantify cultural ecosystem services (ES) and their spatial distribution in the landscape based on ecological structure and social evaluation approaches. The method aims to provide quantified assessments of ES to support land use planning decisions. A GIS-based approach was used to estimate and map the provision of recreation and aesthetic services supplied by ecosystems in a peri-urban area located in the Basque Country, northern Spain. Data of two different public participation processes (frequency of visits to 25 different sites within the study area and aesthetic value of different landscape units) were used to validate the maps. Three maps were obtained as results: a map showing the provision of recreation services, an aesthetic value map and a map of the correspondences and differences between both services. The data obtained in the participation processes were found useful for the validation of the maps. A weak spatial correlation was found between aesthetic quality and recreation provision services, with an overlap of the highest values for both services only in 7.2 % of the area. A consultation with decision-makers indicated that the results were considered useful to identify areas that can be targeted for improvement of landscape and recreation management.  相似文献

In the United States, street tree management and planning occurs at regional, state, and local levels. However, state and federal officials charged with managing streets trees at the regional and state levels typically lack the comprehensive, detailed information available to local officials in a street tree inventory such as species composition and tree size distribution. Statewide street tree assessments employing a variety of methodologies have been conducted to fill this knowledge gap. This paper examines these past assessments and builds upon them in conducting a street tree assessment for New York State in which geographic variability in statewide street tree inventory data is accounted for through weighted averaging of estimates.  相似文献

Context

Humans continually transform landscapes, affecting the ecosystem services (ES) they provide. Thus, the spatial relationships among services vary across landscapes. Managers and decision makers have access to a variety of tools for mapping landscapes and analyzing their capacity to provide multiple ES.

Objectives

This paper characterizes and maps ES bundles across transformed landscapes in southeast Spain incorporating both the ecological and social perspectives. Our specific goals were to: (1) quantify ES biophysical supply, (2) identify public awareness, (3) map ES bundles, and (4) characterize types of ES bundles based on their social-ecological dimensions.

Methods

Biophysical models and face-to-face social surveys were used to quantify and map ES bundles and explore the public awareness in a highly transformed Mediterranean region. Then, we classified ES bundles into four types using a matrix crossing the degree of biophysical ES supply and the degree of social awareness.

Results

Results mapped seven ES bundles types representing diverse social-ecological dynamics. ES bundles mapped at the municipality level showed mismatches between their biophysical provision and the public awareness, which has important implications for operationalizing the bundles concept for landscape planning and management. ES bundles characterization identified four types of bundles scenarios.

Conclusions

We propose an ES bundles classification that incorporates both their social and ecological dimensions. Our findings can be used by land managers to identify areas in which ES are declining as well as priority areas for maximizing ES provision and can help to identify conflicts associated with new management and planning practices.

The mismatch between the spatial patterns of urban green parks (UGP) and population in urban areas is a common phenomenon in Chinese cities and elsewhere. Whether and to what extent such mismatch may impact the realization of Ecosystem Service (ES) provided by the former remain unclear. Stemming from the Ecosystem Service Flow (ESF) perspective, this paper argues that the distance-decay effects and spatial heterogeneity in the propagation process of the ESF with different conveyors may render the various types of ES demonstrating different location sensitivity in both provision and realization terms. We then present an “is-ought” framework for analyzing the supply-demand relationship of ES, which features deductively obtained ES provision potential and empirically observed ES realization, both are spatially explicitly mapped. Refined ontological and distance-decay modeling methods and mobile signaling data were introduced to implement the framework taking Beijing as a case. For the two typical types of ES in urban environments, the recreational and thermoregulating services, we find that there indeed exists under- or over-supply of ES along the center-periphery gradient of the city. The findings have policy implications for the planning and management of UGP.  相似文献

The European Landscape Convention (ELC) has called for a broad anchoring in all sorts of landscape issues in local society. The connoisseur approach aims to improve communication in decision making processes by ensuring that personal and local knowledge on people, and their knowledge and feelings of everyday landscape is considered in projects on landscape development. The approach described here was tested in three Swedish case studies. Two were part of the European NeighbourWoods research project: the Skrylle Recreation Forest in south-west Sweden and the Ronneby Brunn area in south-east Sweden. Two areas that are heavily used for recreation by groups unrelated to the management of the forests. The Tinnerö area near Linköping was included as a third case. Our approach involved identifying and testing methods for introductory phase of management planning and countryside development.The methods developed in the connoisseur approach included in-depth interviews during field walks, walk-and-talk encounters, designating favourite places and routes on maps and management meetings between connoisseurs (local people, planners, and experts). Such concrete methods, which benefit from being mainly conducted outdoors, sought to empower local people, nurture a sense of belonging to a place and the management process, raise awareness of the local landscape and its potential, and identify shared values. The connoisseur approach proved to be a useful tool in the introductory phase, by clarifying the varying interests of local user groups, and was successful in creating links between the user groups, manager team, local politicians and administrators. Although unfamiliar to many people, the connoisseur method may effectively complement standardized, expert-dominated, top-down concepts of planning.  相似文献

Context

Spatial conservation prioritization (SCP) concerns, for example, identification of spatial priorities for biodiversity conservation or for impact avoidance in economic development. Software useable for SCP include Marxan, C-Plan and Zonation. SCP is often based on data about the distributions of biodiversity features (e.g., species, habitats), costs, threats, and/or ecosystem services (ES).

Objectives and methods

At simplest ES can be entered into a SCP analysis as independent supply maps, but this is not very satisfactory because connectivity requirements and consequent ideal spatial priority patterns may vary between ES. Therefore, we examine different ES and their connectivity requirements at the conceptual level.

Results

We find that the ideal spatial priority pattern for ES may differ in terms of: local supply area size and regional network requirements for the maintenance of ES provision, for flow between provision and demand, and with respect to the degree of dispersion that is needed for ES provision and access across different administrative regions. We then identify existing technical options in the Zonation software for dealing with such connectivity requirements of ES in SCP.

Conclusions

This work helps users of SCP to improve how ES are accounted for in analysis together with biodiversity and other considerations.

The main goal of this article is to identify and classify institutional barriers which prevent the use of urban green spaces (UGS) at three levels: availability (whether a UGS exists), accessibility (whether it is physically and psychologically accessible, e.g., not fenced off), and attractiveness (whether it is attractive enough for potential users to visit). We reviewed the impacts on UGS provision exerted by different actors (individuals, formal and informal groups, community councils, city authorities, national governmental and non-governmental organizations), along with the relevant institutional foundations of those impacts. As a result, we identified and classified the different barriers for which these actors are responsible in the case of fifteen UGS types in our case study city, Lodz (Łódź) in Poland. The main barriers at different levels concern conflicting interests, physical barriers (private green spaces), and the lack of funds, together with legal and governmental failures (public green spaces). These barriers result from the different actors’ mandates or lack thereof. Our analysis has implications for the operationalization of UGS availability, accessibility and attractiveness, and, in particular, for mapping UGS and setting the relevant indicators and thresholds for UGS availability, accessibility and attractiveness.  相似文献

The importance of land use in affecting a range of ecosystem services (ES) provided from rural landscapes is increasingly recognised, creating an imperative for tools to assist in managing impacts of land use on ES provision. Many stakeholders, at a range of scales, are involved, including policy makers and implementers, land users and people receiving the services. Here, we develop a new and comprehensive typology of ES maps by expanding the basic stock-flow-receptor concept to create a set of map categories that embraces requirements for management of ES provision. We then use this typology as a framework for assessment of approaches to mapping ES. Most approaches have considered natural capital stocks of few services, at large scales (>1,000 km2) and coarse resolution (>100 m2). Emphasis has been on areas of ES generation, with little attention to flows, limiting the extent to which reception of services, interactions amongst services, and impacts on different stakeholders are considered. Most approaches focused on a bounded watershed or administrative unit, with little attention to landscape evolution, or to the definition of system boundaries that encompass flows from source to reception for different services. Although uncertainty is inherent in both input data and the services that are mapped, this is rarely acknowledged, quantified or presented. These features of current mapping approaches constrain their usefulness for informing the management of ES provision from rural landscapes. Key areas for future development are (1) maps at scales and resolutions that connect field scale management options to local landscape impacts; (2) mapping flows, and defining landscape boundaries, that include complete pathways, from source to reception; (3) calculating and presenting information on synergies and trade-offs amongst services; and (4) incorporating stakeholder knowledge and perspectives in the generation and interpretation of maps to bound and communicate uncertainty and improve their legitimacy.  相似文献

Nowadays, Australian state and local governments consider Green Infrastructure (GI) planning as a mitigation and adaptation approach to make cities more resilient. Moreover, decision-makers have acknowledged and addressed social values, biodiversity, and habitat connectivity in policy documents. Canberra in the Australian Capital Territory (ACT), is a unique Australian city since it is totally designed as the National Capital of Australia and is built on a grassland plain, inspired by the Garden City concept. The green and open spaces have a symbolic value, representing Canberra as the national capital. However, Canberra is experiencing increasing urban development pressure, which threatens its green and open spaces. Thus, it is critical to explore the GI status in governance and decision-making in Canberra to guide its future planning. This research explores ten policy documents using a reflexive analysis to interpretatively critique policy documents and to diagnose the existing opportunities and constraints in Canberra’s GI planning. The documents were selected from 4 main defined scopes, Australian Government land-use responsibilities, ACT Government land-use planning and strategy, ACT Government greenspace planning, and Tree management regulations and mechanisms. This research identified dual governance (national/territory) and dual nature character (native/exotic) in the policy documents, which has intensified the complexity of GI planning. Another constraint was the lack of district level planning and a structured bottom-up approach. More flexibility in governance and collaboration between different governance levels and agencies is needed to make a more effective GI network, using the existing opportunities such as open space systems. Although GI principles have been addressed at Canberra’s strategic level, more comprehensive GI planning is needed to address all types of greenspaces.  相似文献

Context

Common indicators are needed to monitor biodiversity loss and the implications for the sustainable provision of ecosystem services (ES). A plethora of different sets of indicators may hinder the identification of major endpoints for large-scale assessments of biodiversity and ecosystem services (BES).

Objectives

We aim to describe the main challenges of indicators for BES assessment and provide suggestions for establishing a comprehensive indicator system.

Methods

An extensive literature review was conducted in this study. We review the main challenges of indicators for BES assessment and propose corresponding improvements from our perspectives of theory and practical applications.

Results

The main theoretical challenges of existing indicators include inconsistent definitions and classifications of ES, misunderstanding of linkages among biodiversity, ecosystem structure, functions and services, and practical problems relate to such issues as indicator representativeness, data availability, and uncertainty. Our suggested improvements include clarifying the main terms, concepts and classification of indicators, establishing a robust conceptual framework with clear interactions among different components and indicators, selecting indicators based on ecosystem properties, streaming existing data into one platform, and strengthening validation of proxies. The steps for constructing a comprehensive indicator system for BES assessment are summarized.

Conclusions

Clear definitions of key terms are indispensable to classify indicators and construct a conceptual framework. Improved understanding of the relations among indicators of biodiversity, ecosystem functions, and ES across multiple scales can guide the development of the indicator system. The integrated indicator system is an important tool for BES assessment to support decision making for sustainable development.
