中国森林认证体系与葡萄牙森林认证体系均为PEFC认可的森林认证体系,中葡2国是通过PEFC认证的非木质林产品经营单位数量最多的2个国家。文中对中葡2国的森林认证体系、非木质林产品认证相关标准及认证程序进行了比较,发现2国认证体系在标准结构、认证程序、认证不符合项的整改时间、证书的有效期方面存在差异,但认证标准在内容上均有相对应的条款;研究结果可为中国森林认证体系的改进以及非木质林产品经营单位选择认证体系及认证机构提供参考。  相似文献

The central question of the paper is how differences in expertise affect the implementation of voluntary environmental standards in the forestry sector. Specifically we analyze the experience of two large forest companies in Russia that certified their forest management under the Forest Stewardship Council (FSC) forest certification program. Drawing on the literature on financial auditing we show that specific outcomes of forest management standards implementation are shaped by the differences in forest management auditors' knowledge, skills and attitudes.  相似文献

Although it is obvious that research regarding Sustainable Forest Management (SFM) is context specific and developed over time, not many research papers yet intended to investigate these changes. As a matter of fact, the number of scientific publications addressing SFM is relatively high. Hence, such a wide field cannot be sufficiently covered by traditional literature review approaches. With this paper, we aim at identifying the most convergent narratives within the SFM-research landscape by applying a text mining methodology to recent scientific literature. By doing so, we generated results that indicate that there may have been three phases in the evolution of SFM-research: the early phase covers in particular issues regarding land use in tropical and developing countries. Furthermore, papers in this phase tend to focus on general concepts or policy issues. In contrast, the second phase is characterized by a larger share of publications in forestry focused journals. This process is seemingly connected with issues like forest management, certification, forest stand management and the development of sustainability indicators. A third phase can be observed by the relative downturn of publications in forest-focused journals between 2005 and 2010. A new focus in this period is climate change.  相似文献

Governmental programs have been widely used in the United States and elsewhere to address agricultural problems. In England, the Farm Woodland Premium Scheme (FWPS) was established in 1992 to compensate farmers for converting farmlands into woodlands. This study found that the program was successful, but could be improved with a few modifications. For example, the high level of farmer satisfaction indicates that the scheme's enrollment levels are sustainable. However, implementing incentives for tenant participation and providing forest management training programs might achieve increased enrollment levels. Furthermore, FWPS administrators reported a tension-free relationship with farmers, steady funding levels, and new program efficiencies. The scheme may be even more effective, however, if it had more funding, better coordination between agencies, and slightly modified compliance policies. The FWPS also has promoted significant environmental improvements to the countryside by expanding woodland cover and edge, increasing wildlife biodiversity, and diminishing pollution levels. However, encouraging plantings that supplement or connect existing woodland patches would likely enhance such environmental benefits. The scheme should also provide effective flood and erosion control over time, as the new plantings develop into mature forests. Insights into the FWPS and its environmental benefits are discussed with respect to their possible relevance elsewhere.  相似文献

Sustainable forest management is the process of managing forest to achieve one or more clearly specified objectives without diminishing the forest’s ability to continue providing goods and services in perpetuity. In this paper, we show how the African Timber Organization/International Tropical Timber Organization principles, criteria and indicators for the sustainable management of African forests can help timber companies assess their progress towards this goal in Gabon. Through a partnership between International Tropical Timber Organization project PD 124/01 Rev. 2(M), the World Wildlife Fund, and the ministry responsible for forests in Gabon, audits were conducted between 2012 and 2014 to evaluate the implementation of sustainable forest management in 14 forest concessions in Gabon. In general, results show that Principle 4, linked to the well-being of workers and local populations, proved the most difficult principle to implement, while Principle 3, dealing with maintaining ecological functions, was the least problematic. A number of companies were found to be experiencing significant difficulties in implementing management plans. It is also clear that independent forest certification has become a key element for ensuring the successful implementation of sustainable forest management.  相似文献

Chamaedorea palm frond (xate) certification has been broadly promoted throughout Mesoamerica as a means to foster the integration of forest conservation and economic development. This study examined the feasibility of xate commercialization and certification at the scale of the extractor livelihood system in an ejido in the Chinantla region of Oaxaca, Mexico. Ethnographic methods were used to collect livelihood system data. These data were used to develop an ethnographic linear program (ELP) model of extractor households to analyze the effects of palm frond management and marketing scenarios on their livelihoods. Three necessary conditions for the feasibility of certification were hypothesized: two related to extractor livelihoods and another related to market fluidity. Livelihood outcomes supported the notion that resource sustainability and economic development are not mutually exclusive, and provided support for xate certification as an intervention oriented toward the integration of these objectives. In contrast, the model revealed an unfavorable discrepancy between xate supply and the level of demand expressed by an interested buyer. This shortfall represented a substantial obstacle to the feasibility of xate certification in the community. Low demand fulfillment suggested that xate certification ultimately represents an infeasible strategy for the community, irrespective of the observed livelihood and conservation benefits. Results highlighted the importance of understanding household objectives and market context in local decisions to pursue NTFP certification. We suggest that the community’s objectives would best be served by engaging neighboring communities in a cooperative and controlled effort to augment regional supply.  相似文献

The Forest Stewardship Council (FSC) forest management certification standards have been promoted to contribute to community livelihood conditions. However, little has been done to evaluate it quantitatively. Employing theory of change, this study assesses and compares empirical evidence of the influence of the FSC forest management certification approach to enhance livelihood conditions in Kilwa, Tanzania, by using economic valuation methods and governance indicators. This is achieved through a comparative study of villages with certified community forests (FSC) under community based forest management and those without (non-FSC). Results show that annual average household forest income from FSC-certified forests is significantly higher than that of households in non-FSC-certified forests. With reference to rule compliance as an indicator of good governance, implementation of forest bylaws in villages managing FSC-certified forests is significantly more effective than villages in non-FSC-certified forests. These findings provide an insight into the influence of forest certification in enhancing livelihood conditions and that the incorporation of FSC standards into forest policies may lead to more enhancement of livelihood conditions. These findings serve as a baseline for further research on the effects of forest certification at both spatial and temporal scales.  相似文献

Summary

Over the past decades, Central America has suffered some of the highest deforestation rates worldwide. Vast tracts of forest have been converted to agriculture and pasture, encouraged by ill-designed government policies and perverse incentives. Recently, however, progress has been made toward more sustainable use of forest resources by adjusting forest policies, decentralizing forest administration, and providing conducive incentives through environmental service payments and forest certification. Valuable forest management experiences have been gained by indigenous and peasant communities. Community forestry in Central America is being increasingly recognized by national governments. Examples include the community concessions in Peten, Guatemala, and community-based forest operations in Honduras and Nicaragua. Stakeholder networks have been established that strengthen horizontal and vertical alliances among wood producers and manufacturers and that help promote both community development and forest conservation. However, illegal logging, poor law enforcement, and lack of economic viability of forest management involving nontraditional species still provide barriers to the sustainable management of tropical broadleaved forests in the region. Future challenges include improved governance through decentralized forest administration, private sector involvement, and third-party certification. To improve traceability and value adding, development of integrated supply chains of forest and wood products is recommended.  相似文献

Forest certification for community-based forest management was designed to strengthen an area’s forestry functions while simultaneously alleviating poverty by developing the existing community forest. It is fundamental for forest certification to maintain the economic benefits for certified local sellers and balance conservation goals with increasing local incomes. This study explores how FSC certification of a community-based forest enterprise in Southeast Sulawesi in Indonesia could improve effectively field situations of community forest management and strengthen local peoples’ financial benefits and social perceptions towards conserving forests. FSC group certification was introduced in the area of teak community forest of several villages in 2005. Because of local strong interest in group certification, the size of certified forests, the number of group certification members and the amount of certified wood harvested gradually increased. The support of a local NGO and an international NGO contributed towards successful establishment of group certification and establishment of a small-scale forestry enterprise producing certified wood in a sustainable manner. These NGOs played important roles in establishing strong relationships between producers and consumers, strengthening local forest management institutions, and promising social and economic benefits to the local people.  相似文献

In the United States, agroforestry adoption has lagged behind progress in agroforestry systems research. This study sought to facilitate the communication of landowner land management objectives, values, knowledge and perceptions of the barriers and benefits to agroforestry through applied social marketing research methods and market segmentation analysis. A mail survey instrument was sent to 250 members of the Pennsylvania Association of Sustainable Agriculture (PASA) and 250 members of Woodland Owner Associations (WOA). Current management objectives and production strategies, agroforestry awareness, agroforestry interest, and perceptions regarding the benefits and obstacles to agroforestry adoption were gauged. Market segmentation was performed with a two-step cluster analysis to produce four agroforestry adoption potential models: Timber-Related Practices, Livestock-Related Practices, Specialty Crop-Related Practices, and Non-Adopters. The analyses showed that agroforestry practices could satisfy specific land management objectives within diverse populations. The method effectively identified similarities in agroforestry adoption scenarios. Market segmentation could be utilised as a social marketing tool to guide future policy development, scientific research, and the efficacy and relevance of future agroforestry research and outreach programs. The next step in program development should include the creation of a statewide multidisciplinary team comprised of university, non-profit association and landowner representation, to develop agroforestry applications relevant to each cluster and promote the practices through landowner-led on-farm demonstrations and workshops.  相似文献

Community-based Forest Operations (CFOs) have played a notable role in promoting sustainability within Cameroon??s indigenous forest-dependent communities, but they are fraught with a range of socio-economic and ecological hurdles. As a means of achieving more sustainable forest practices, one possible solution would be for CFOs to adopt forest certification, though various barriers would have to be overcome. Using a number of examples at the regional level, this paper examines the potential benefits and barriers to community forest certification in Cameroon. Specifically, the paper identifies these barriers as legislative and political, economic, and informational in nature. While adoption of forest certification hinges upon what initiatives are employed by CFOs, it is argued that there is also a need for the government of Cameroon to play a leadership role in removing hurdles and promoting the uptake of certification.  相似文献

Forest certification is an issue that changes the forestry sector more profoundly than many governmental initiatives. Governments have taken quite different approaches across the globe and over time in dealing with the phenomenon. In most regions, they have seemingly switched to a ‘wait and see’ mode when confronted with the complex and fast-developing issue of forest certification. This paper explores the usefulness of economic theories to come up with recommendations on the role of governments. The approach taken is mainly based on ‘new institutional economics’ theories, especially on economics of information and related agent issues. Data collected from policy makers are used to compare theoretical positions against empirical findings (Werle, 1997). The paper shows that the economic theories applied provide rather clear indications on the role of governments. There are essential roles, such as ensuring compatibility with laws and international obligations. These have largely been fulfilled. Ensuring legal compliance, however, might well not be the only guiding function that governments should exert for the sake of market transparency, and thus market efficiency. That concerns both setting standards for forest management and roles in setting up and running private certification systems.  相似文献

The Agroforestry Center for Sustainable Development was established by the Universidad Autónoma Chapingo, Mexico, in 1991 with the expectation of developing itself into a Center of Excellence in Agroforestry education, training, and research in Mexico and other parts of Latin America. The Center's program for the initial five-year period includes development of a graduate program at Masters level, establishment of a field research station, and setting up a library and documentation unit with a well-stocked library of agroforestry literature. Environmental protection, sustainability issues, social equity, participatory research (involving resource-poor farmers), and interdisciplinary emphasis are some of the key guiding principles of all Center-sponsored activities. Active collaboration will be sought between the Center and various national and international agencies that have programmatic emphasis in the region. The proposed graduate (MS) program will consist of one-year of course-work followed by a second year of thesis research. Structure and curriculum of several supporting courses have been drafted.  相似文献

This paper discusses the history and present status of community forest certification as an illustration of the growing interactions between global and local processes in forest governance. The Forest Stewardship Council (FSC) certification system is analyzed as an illustrative case of the trend towards increased incorporation of community-based forest enterprises (CFEs) into international initiatives for sustainable forest management and global markets. First the paper reviews the development of community-based forest management and the evolution in certification of community-based forest enterprises. Next it discusses the main challenges and opportunities for making CFE certification accessible and beneficial for communities. Finally it illustrates the importance of multi-level and multi-actor partnerships for creating effective interfaces between global standards and community forestry practices. The experiences with FSC certification of community-based forest enterprises demonstrate that community forestry is enlarging its scope from autonomous decision-making on local practice to incorporation in international forest governance systems. This experience also demonstrates that the application of global standards for sustainable forest management requires adaptation to local realities. These lessons are of relevance for further incorporation of community forestry in the newly evolving global programs for forest management and conservation.  相似文献

The paper examines the two forest certification schemes in Brazil, the Brazilian Program of Forest Certification (Cerflor) and the Forest Stewardship Council (FSC), from the private sector perspective. The main focus is to test the relevance of three mechanisms—market, learning, and signaling—suggested by Overdevest and Rickenbach (2006), to explain forest certification adoption by Brazilian companies. Furthermore, companies' familiarity with certification systems, external influences on pursuing forest certification, and companies' intention to recertify their forests are investigated. An exploratory factor analysis (EFA) suggests that signaling and learning mechanisms lead to better and more transparent forest management, explaining the movement towards certification, but market incentives do not play an important role in the adoption of forest certification. An importance and performance analysis (IPA) demonstrates that companies do not see any return in terms of a better price for certified products; however, certificate holders indicated overall high satisfaction with market access. Interestingly, a high performance was found for non-economic benefits such as public confidence, improvement of forest management and practices, improvement of management systems and performance, self-discovery of non-conformance, and better public, landowner, and supplier communication. International consumers and shareholders were considered the most important groups influencing companies to seek certification and FSC was reported to be the most familiar scheme. Generally, companies were pleased with certification and indicated their intention to recertify.  相似文献

In recent years, transnational and domestic non-governmental organizations have created private standard setting bodies whose purpose is to recognize officially companies and landowners practicing ‘sustainable forest management’. Eschewing traditional state processes and state authority, these certification programs have turned to the market to create incentives and force compliance to their rules. This paper compares the emergence of this non-state market driven (NSMD) phenomenon in the forest sector in eight regions in North Am40erica and Europe. We specifically seek to understand the role of forest companies and landowners in granting competing forest certification programs ‘legitimacy’ to create the rules. We identify distinct legitimation dynamics in each of our cases, and then develop seven hypotheses to explain differences in support for forest certification.  相似文献
