浅谈有机农业在我国的未来发展动向

目前有机农业在西方发展很快,而发展中国家相对差距较大。本文在回顾有机农业发展历程的基础上,分析了当前世界有机农业的发展趋势,得出世界有机农业发展对我国有机农业未来发展的启示;进一步对比我国有机农业生产中存在的问题和面临的挑战,从中明确未来我国有机农业发展模式,为发展我国有机食品产业提供理论借鉴意义。     

国际有机农业发展经验及对中国的启示

有机农业于20世纪初萌芽于英美。研究美国、欧盟、澳大利亚和日本等发达国家和地区有机农业的发展历程和特点,有利于推动中国有机农业的发展。本文回顾了世界有机农业的发展历程,发现发达国家的有机农业制度和政策具有重视法规标准建设、大力政策扶持有机生产者并积极开拓国内外市场等特点。通过国内外比较分析,发现中外有机农业发展起点、历史阶段、市场秩序状况、有机认证制度和认证机构构成,以及激励措施导向均有明显差异。在此基础上,本文提出将有机农业纳入乡村振兴战略政策中推进,使有机农业发展理念成为全社会普遍共识,规范有机认证引导产业健康发展,加强有机农业生产经营主体培育,以及进一步完善有机农业法规体系的对策建议。     

中国有机农业发展与展望

随着经济全球一体化的加速发展以及环境保护和可持续发展意识地不断觉醒,在全球有机农业快速发展的背景下,20世纪90年代初中国开始了有机农业的探索。有机农业经过了出口导向型向国内有机产品拉动型的发展阶段,2005年随着国内有机产品标准和相关法律法规的颁布实施,中国有机农业步入规范化、法制化发展的轨道。文章从中国有机农业发展背景及历程、生产贸易概况、法律法规、监督管理、政策扶持、技术保障及发展战略等方面,对国内有机农业迄今20余年的发展过程和发展特征及存在的问题进行分析,以期为未来持续健康发展提供科学支撑。     

有机农业发展的现状、问题与对策研究

本文通过介绍有机农业概念、特点,并对国内外有机农业发展历程进行回顾,分析了我国有机农业发展中存在的问题,提出了重视有机农业生态系统的建设、推进有机农业发展模式和运作机制的建立、加大政府的引导扶持力度等促进我国有机农业健康发展的对策。     

井冈山及周边地区有机农业的发展

有机农业是新世纪世界农业发展的重要方向之一，也是中国新时期农业发展的重要模式之一。井冈山及周边地区（包括井冈山市和莲花县、永新县、泰和县、遂川县、炎陵县、茶陵县）具有得天独厚的自然条件和生态环境优势，适宜发展有机农业。在对井冈山及周边地区发展有机农业的优势进行分析的基础上，以遂川县有机茶为例，重点分析了发展有机农业取得的实际成效；接着，指出了井冈山及周边地区发展有机农业存在的主要问题；最后，提出了该地区新世纪新时期发展有机农业的对策和措施。全文对山区有机农业的发展具有一定的指导意义和参考价值。     

江西省万载县有机农业的发展进展

发展有机农业是可持续发展战略的重要措施,是满足人们食品质量安全需求、促进农民节本增收的有效途径。万载县在有机农业发展中扬长避短,逐步探索出一条欠发达地区发展现代有机农业的新路子,积累了宝贵的经验。但也存在资金不足、有机食品品种单一、知名度不足、服务相对滞后等问题。笔者在调查研究的基础上,首先分析了万载县发展有机农业的优势与机遇;接着,简述了万载县有机农业发展的成效和历程;之后,在肯定已取得的成绩的基础上重点分析了万载县在有机农业发展中存在的问题;最后,提出了推进万载县有机农业发展的对策和措施。

中国有机农业在经历了探索阶段、起步阶段和规范快速发展三个发展阶段后，有机农业已经成为促进食品安全环境保护和人类健康和持续发展的可实践的技术和措施，成为我国农产品出口的新的切入点，对拉动农业经济和国民经济的发展起到积极作用。

The history of the organic farming worldwide was reviewed in this paper. The development of the organic farming worldwide had gone through three stages, emergence, expansion, and growth. The contributors and their thoughts during the different development stages of the organic farming were briefly introduced. And the development status of the organic farming worldwide was reviewed from the aspects of land area under organic management, land area under organic management in percentage of total agricultural area, and world markets for organic products. Besides, the main existing problems for the further development of the world＇s organic farming, as well as the development status, problems and strategies of the Chinese organic farming were discussed.

Socio-cultural processes behind the differential distribution of organic farming in Denmark: a case study

Conversion to organic farming, along with its associated driving forces and barriers, has been explored intensively over the past decade, while studies on the distribution and impacts of local socio-cultural processes in relation to conversion to and diffusion of organic farming have been scarce. The concentration of organic farms in Denmark differs according to county and, moreover, there appears to be large within-county variation in the density of organic farms. The present study explores local aspects of conversion to organic farming and the factors that may help explain variation in density and concentration of organic farms within smaller areas. The study is based on nine qualitative interviews with organic farmers from two neighboring areas, referred to as “mainland” and “island,” respectively. Three farms were situated in the high-density area (mainland) and the remaining six in the low-density area (island). Furthermore, five advisors with connections to the area provided information with regard to their local experience and perceptions. Three main, and to some extent interacting, issues are discussed. The first is the price of land related to local scarcity of land, in the context of structural development and the effects of agricultural policies. The second is distance – both physical and social. Cooperation and exchange of experience among organic farmers was frequent on the mainland side, while isolation and lack of interaction was more common for the island farmers. Third, the role of the agricultural advisory service and the existence of champion farmers are important: pioneer farmers on the mainland have been supported by committed agricultural advisors, while lack of organic champion farmers and low priority granted to organic farming among agricultural advisors were found on the island. Marie-Louise Risgaard has an MSc within the field of organic agriculture. Her research interests are organic farming and rural development with the present occupation as innovative partner at a small-scale organic enterprise. In this capacity she is responsible for creating links between the organic enterprise, the gastronomic sector and organic markets, locally as well as nationally. Pia Frederiksen, PhD, is a geographer and senior scientist with research skills in rural development, sustainability, landscape analysis, and agri-environmental indicators. Pernille Kaltoft, PhD, is an environmental sociologist and senior scientist whose work focuses on organic farming and farmers’ perceptions. Dr. Kaltoft’s general research interests include values, perceptions, and views of nature related to agricultural and environmental issues.
