Chefs have been recognized as potentially important partners in efforts to promote local food systems. Drawing on the diffusion of innovation framework we (a) examine the characteristics of chefs and restaurants that have adopted local foods; (b) identified local food attributes valued by restaurants; (c) examine how restaurants function as opinion leaders promoting local foods; (d) explored network linkages between culinary and production organizations; and (e) finally, we consider some of the barriers to more widespread adoption of local foods in the culinary community. Analyzing quantitative and qualitative data collected from interviews with individuals from 71 restaurants, we compare and contrast restaurants that utilize relatively large amounts of locally-produced ingredients with restaurants using few, if any, local products. Results reveal that chefs are most interested in intrinsic food qualities, such as taste and freshness, and less interested in production standards. As opinion leaders, chefs utilize signage, wait staff, and cooking classes to promote local foods; however, the diffusion process across restaurants, and between restaurants and producers, is limited by network associations. Structural barriers such as distribution problems and lack of convenience were identified as limiting more widespread use of locally-grown foods. We offer several implications of this research for further work that seeks to engage chefs as opinion leaders who are important to building greater support for local food systems.

In face of rising flood losses globally, the approach of “living with floods,” rather than relying on structural measures for flood control and prevention, is acquiring greater resonance in diverse socioeconomic contexts. In the Lerma Valley in the state of Mexico, rapid industrialization, population growth, and the declining value of agricultural products are driving livelihood and land use change, exposing increasing numbers of people to flooding. However, data collected in two case studies of farm communities affected by flooding in 2003 illustrate that the concept of flood as agricultural “hazard” has been relatively recently constructed through public intervention in river management and disaster compensation. While farming still represents subsistence value to rural households, increasingly rural communities are relying on non-farm income and alternative livelihood strategies. In this context, defining flooding in rural areas as a private hazard for which individuals are entitled to public protection may be counterproductive. A different approach, in which farmers’ long acceptance of periodic flooding is combined with valuing agricultural land for ecoservices, may enable a more sustainable future for the region’s population.

Hallie Eakin   received her doctorate in Geography and Regional Development from the University of Arizona in 2002. She is currently an assistant professor at the University of California, Santa Barbara. As a postdoctoral researcher at the Center of Atmospheric Sciences of the National Autonomous University of Mexico in Mexico City, she continued to work on issues related to economic globalization, agricultural change, and rural vulnerability to climate in the context of several comparative international projects involving case studies in Mexico, Argentina, Guatemala, and Honduras. Her articles on this research have been published in World Development, the Journal of Environment and Development, Climatic Change, Global Environmental Change and Physical Geography. Her book Weathering Risk in Rural Mexico, based on her research on agricultural adaptation to neoliberal reforms and climatic variability in central Mexico, was released by the University of Arizona Press in 2006. Kirsten Appendini   has a doctorate in Agricultural Economics from the National Autonomous University of Mexico (UNAM). She currently is a researcher and professor on the faculty of the Center for Economic Studies (Centro de Estudios Económicos) at the Colegio de México in Mexico City. She has published widely on issues of agrarian change, rural poverty, food security, and food policy in Mexico. Her book on Mexican maize policy, De la milpa a los tortibonos: La restructración de la política alimentaria en México (Colmex 2001) is now on its second edition. She has also served as a consultant to the UN Food and Agriculture Organization and several bilateral development agencies.  相似文献

This paper provides a conceptual framework to explain why disparities may exist in food safety code compliance by food stores in different neighborhoods. Explanations include market dynamics, community characteristics, retailer attributes, inspector characteristics, and enforcement approaches, and interactions among the factors. A preliminary and limited empirical test of some of these relationships in Detroit, Michigan shows a higher rate of food safety violations by stores in poorer neighborhoods and in neighborhoods with higher concentrations of African-American residents. Stores inspected by female inspectors also scored higher numbers of critical violations, suggesting a need for greater examination of the social relations associated with enforcement interactions in food safety studies.

Food security, health, decent livelihoods, gender equity, safe working conditions, cultural identity and participation in cultural life are basic human rights that can be achieved at least in part through the food system. But current trends in the US prevent full realization of these economic, social, and cultural rights (ESCR) for residents, farmers, and wageworkers in the food system. Supply chains that strive to meet the goals of social justice, economic equity, and environmental quality better than the dominant globalized food value networks are gaining popularity in the US. However, achieving important human rights has become conflated with other goals of food system reform over the past decade, such as being “community-based,” local, and sustainable. This conflation confuses means, ends, and complementary goals; and it may lead activists trying to help communities to regain control of their food system choices into less productive strategies. This paper introduces a new concept, rights-based food systems (RBFS), and explores its connection with localization and sustainability. The core criteria of RBFS are democratic participation in food system choices affecting more than one sector; fair, transparent access by producers to all necessary resources for food production and marketing; multiple independent buyers; absence of human exploitation; absence of resource exploitation; and no impingement on the ability of people in other locales to meet this set of criteria. Localization and a community base can help achieve RBFS by facilitating food democracy and reducing environmental exploitation, primarily by lowering environmental costs due to long-distance transportation. Sustainability per se is an empty goal for food system reform, unless what will be sustained and for whom are specified. The RBFS concept helps to clarify what is worth sustaining and who is most susceptible to neglect in attempts to reform food systems. Localization can be a means toward sustainability if local food systems are also RBFS.

She was a 2002–2004 Food & Society Policy Fellow and a University College of Citizenship & Public Service Faculty Fellow at Tufts University. She was appointed as a Wallace Fellow in 2007. We use the case of red meat food safety to illustrate the need to problematize policy. Overtime, there have been numerous red meat scandals and scares. We show that the statutes and regulations that arose out of these events provided the industry with a means of demonstrating safety, facilitating large-scale trade, legitimizing conventional production, and limiting interference into its practices. They also created systemic fragility, as evidenced by many recent events, and hindered the development of an alternative, small-scale sector. Thus, the accumulated rules help to structure the sector, create superficial resilience, and are used in place of an actual policy governing safety. We call for rigorous attention to not only food safety, but also the role and effect of agrifood statutes and regulations in general, and engagement in policy more broadly.

He is currently a Visiting Assistant Professor in Sociology at Susquehanna University and affiliated with the Food Safety Policy Center at Michigan State University. His research focuses on agricultural systems, environmental issues, public policy, and risk perception. Craig Harris   has a PhD in Sociology from the University of Michigan. He is an Associate Professor in the Department of Sociology at Michigan State University, where he is also appointed in the National Food Safety and Toxicology Center, one of the principals in the Food Safety Policy Center, and one of the founding members of the Institute for Food and Agricultural Standards. I use the case of pesticide drift to discuss the neoliberal shift in agrifood activism and its implications for public health and social justice. I argue that the benefits of this shift have been achieved at the cost of privileging certain bodies and spaces over others and absolving the state of its responsibility to ensure the conditions of social justice. I use this critical intervention as a means of introducing several opportunities for strengthening agrifood research and advocacy. First, I call for increased critical attention to production agriculture and the regulatory arena. Second, I call for increased attention to ‘social justice’ within the food system, emphasizing the need to rekindle research on the immigrant farm labor force.

Conventional agriculture, while nested in nature, has expanded production at the expense of water in the Midwest and through the diversion of water resources in the western United States. With the growth of population pressure and concern about water quality and quantity, demands are growing to alter the relationship of agriculture to water in both these locations. To illuminate the process of change in this relationship, the author builds on Buttel’s (Research in Rural Sociology and Development 6: 1–21, 1995) assertion that agriculture is transitioning to a post “green revolution” period where farmers are paid for conservation, and employs actor network theory (Latour and Woolgar Laboratory life: The construction of scientific facts. Princeton, NJ: Princeton University Press, 1986) and the advocacy coalition framework (Sabatier and Jenkins-Smith, Policy change and learning: An advocacy coalition approach, 1–56. Boulder, CO: Westview Press, 1993) to frame discussions of water and agriculture in the upper Mississippi River watershed, particularly Iowa. The author concludes that contested views of agriculture and countryside, as well as differing views of how agriculture must change to adapt to growing water concerns, will shape coalitions that will ultimately play a significant role in shaping the future of agriculture.

In light of growing concerns about obesity, Winson (2004, Agriculture and Human Values 21(4): 299–312) calls for more research into the supermarket foodscape as a point of connection between consumers and food choice. In this study, we systematically examine the marketing of ready-to-eat breakfast cereals to children in Toronto, Ontario supermarkets. The supermarket cereal aisle is a relatively unstudied visual collage of competing brands, colors, spokes-characters, and incentives aimed at influencing consumer choice. We found that breakfast cereal products with higher-than-average levels of sugar, refined grains, and trans-fats are more likely to feature child-oriented marketing in the form of spokes-characters, themed cereal shapes/colors, and child incentives on cereal boxes. These forms of visual communication are consistent with a “health exploitive” pattern of targeted marketing to children in the supermarket setting. Only one aspect of visual communication is consistent with a “health protective” pattern of marketing to children—cereals shelved within reach of children aged 4–8 had less sugar per serving and were less likely to contain trans-fats than less reachable products. We discuss the implications of our findings for the measurement and regulation of marketing to children in North American supermarkets.

Brent Berry   who has a PhD from the University of Michigan, is an Assistant Professor of Sociology at the University of Toronto in Ontario, Canada. His most recent research has sought to untangle the casual processes underlying socioeconomic disparities in health over the lifecourse. Brent has also developed innovative visual approaches for systematically studying interracial friendships, homelessness, and marketing in supermarkets. Brent has also published work on race and ethnic relations, residential segregation, social theory, and family intergenerational support. His work has been published in Demography, Health, Evaluation Review, Ethnic and Racial Studies, the Journal of Family Issues, and the American Journal of Economics and Sociology. Taralyn McMullen   is a doctoral candidate in Sociology at the University of Toronto. Taralyn is interested in the sociology of health and illness, with emphasis on issues of food insecurity. To understand the phenomenon of the rapidly increasing prevalence of overweight and obese children and youth, it is especially important to examine the school food environment, the role of structural factors in shaping this environment, and the resulting nutrition and health outcomes. The paper examines research on school food environments in the US and Canada. It notes evidence of widespread availability of poor nutrition products in both environments and delineates reasons for the situation, and examines initiatives presently being undertaken in a number of jurisdictions in both countries to encourage healthy eating in schools. Empirical data are presented from a pilot study of high schools in the Canadian province of Ontario. The study documents the extent of student purchasing of nutrient-poor foods and beverages, and the structural factors internal and external to the school that appear responsible for the availability of such products in food environments in this critical institutional sphere. The paper also examines positive local initiatives in high schools that seek to encourage healthy eating in schools.

Anthony Winson PhD   is a professor in the department of sociology and anthropology at the University of Guelph. He has written on agriculture, food and rural development, and restructuring issues related to Canada and the Third World for more than 20 years. Among his books are The Intimate Commodity: Food and the Development of the Agro-Industrial Complex in Canada (Garamond 1993) and, more recently, Contingent Work, Disrupted Lives (University of Toronto 2002, with Belinda Leach) which examines economic restructuring, the changing world of work, and the factors underlying sustainability in small manufacturing-dependent rural communities in several regions of Ontario. This book won the John Porter Book Prize of the Canadian Sociology and Anthropology Association for 2003. Dr. Winson’s current work is focused on the analysis of factors shaping the contemporary Canadian food environment and their role in producing what has been termed the “epidemic of obesity.” Particular attention is being paid to supermarkets and schools as part of broader-ranging research on the political economic context of the food environment.  相似文献

This paper focuses on examining the dynamic nature of community supported agriculture (CSA) and the real-world experiences which mark its contours, often making it distinct from the early idealized CSA “model.” Specifically, our study examines the narratives of the farmers of Devon Acres CSA over its duration, in tandem with a survey of recent shareholders in order to understand and explain its evolution. The framework we develop here shows that this CSA is largely characterized by instrumental and functional beliefs and practices, with some elements in the collaborative mode. A key contribution of this research is the development of a framework which helps to highlight the relative fluidity and patchwork quality of CSA participant positions over time. At Devon Acres, the real-world factors and issues influencing CSA evolution are seen to be products of both the local and larger contexts, evident in such areas as shifts in farmer learning and adaptation, differences between beliefs and practices in member volunteer efforts, and changes in farm and resource conditions. With respect to CSA more broadly, we argue that the reality of dominant food system context and site-specific influences on CSA development compels us to rework our attachment to early idealized “model” traits. Expansion in CSA numbers, evidence of adaptation and situated learning, and retention of the local and organic as core traits, speak to the pragmatic yet transformative potential of CSA contribution to food system change.
