The traditional empirical approaches to the analysis of economic growth,cross‐section and panel data regressions are substantially uninformative withrespect to the issue of convergence. Whether national or regional economies appear to converge in terms of per capita income or productivity levels (the so‐called β‐convergence) critically depends on the way in which the empirical model is specified. Traditional specifications witness a disproportionate presence of proxies for forces leading towards divergence among the conditioning variables. It is therefore hardly surprising that these analyses find a positive and statistically significant value for the estimate of the speed of convergence. A more constructive use of cross‐section and panel data regressions is in the analysis of the determinants of growth. The present paper therefore builds on recent work on the role of different growth determinants (Cheshire and Carbonaro 1996) and analyses the growth performance of 122 Functional Urban Regions (FURs)over the period 1978–1994. This model explicitly recognizes growth as amultivariate process. In this new formulation it incorporates a spatialized adaptation of Romer's endogenous growth model (Romer 1990), developing the work of Magrini (Magrini 1997). Magrini's model originated from the view that technological knowledge has a very important tacit component that has been neglected in formal theories of endogenous growth. This tacit component, being the non‐written personal heritage of individuals or groups, is naturally concentrated in space. As a result, technological change is profoundly influenced by the interaction between firms and their local environments. The present paper reports the results of the estimation of a fully specified model of regional growth in per capita income. Particular attention is played to the role of research and development (R&D) activities, and to the influence of factors such as Universities that shape the local environments and have important policy implications. These results are then applied to quantifying the scope for policy to influence the growth process. Several simulations are presented deriving alternative growth outcomes across European regions that would have been obtained if those variables over which policy might have control—including the contribution of human capital—had had alternative values reflecting the realistic scope of policy makers' influence. The implications for convergence/divergence in regional per capita income levels are then analyzed using a Markov chain approach (Quah 1993 and 1996; Magrini 1999).  相似文献

This paper employs vector autoregressive (VAR) models to measure the impact of monetary policy shocks on regional output in Indonesia. We find substantial cross‐regional variation in policy responses in terms of both magnitude as well as timing. Our work adds to the existing literature by providing insights from a large developing country, viz. Indonesia, where monetary policy has both a national and a regional dimension. The results support previous findings that the differential regional effects of monetary policy are significantly related to sectoral composition (especially the share of manufacturing), providing evidence for the relevance of the interest rate channel of monetary policy. We also find that firm size contributes to these differences, providing evidence for the importance of the credit channel. As a whole, both types of channels appear to operate simultaneously in the decentralized Indonesian monetary policy and to impact on the real part of the regional economy.  相似文献

This article contributes to the literature on firm demography and regional development in at least three different ways. First, consumption, rather than employment, which is the most common variable seen in literature, is used to measure the impact of firm demography on regional development. Second, while the literature is mainly focused on the relationship between new business formation and regional development, we investigate both entry and exit flows of firms. Third, we decompose each of these flows into spatial and sectoral components. The empirical investigation looks at the Italian regions with reference to the period 2004–2009. Results seem to be substantially divergent between the South and the rest of Italy.  相似文献

This paper investigates the geographical distribution and concentration of firms’ innovation persistence and innovation type (product and process) based on three waves of the Portuguese Community Innovation Survey data covering the period 1998–2006. The main findings are: 1) both innovation persistence and innovation type are asymmetrically distributed across Portuguese regions, 2) the degree of correlation between geographical location and innovative output varies with the innovation type, and 3) the correlation between geographical unit and innovation increases when the spatial unit of analysis is narrower. The results suggest that the firms’ choices of geographical location have a long‐lasting effect, engendering no equal probabilities of being persistently innovative.  相似文献

This paper analyses the major determinants of long‐ and short‐run labour productivity evolution for Chinese provinces between 1978 and 2010. The role played by openness to trade and foreign direct investment (FDI) constitutes the main focus of this analysis. From a methodological perspective, our main contribution is the inclusion of spatial effects into a dynamic error correction modelling framework. The results show that, in addition to domestic factors such as investment intensity and infrastructure use, trade openness and inward FDI also exert a direct impact on labour productivity. Furthermore, the geographical environment has a strong indirect influence on productivity: The more a region is surrounded by high‐productive regions with good infrastructure and linkages to the world economy, the higher are its productivity level and growth rate. The magnitude of these impacts varies by spatial regime (coastal, interior provinces) and time period in focus. Especially in the recent past, trade and FDI activity appear to be increasingly important drivers of regional productivity evolution, both for coastal and interior regions. These findings have important policy implications: In order to fully exploit the benefits from such spillovers, coordinated industrial policies which foster regional complementarities and support the free movement of production factors across regional borders are crucial.  相似文献

A substantial amount of research has examined the collaborations within technology-based industries, but how technological intensity relates to the evolution of interregional research collaboration is less well understood. This paper investigates the dynamic changes of spatial structure and determinants of intercity research collaborations in the sectoral innovation networks of high-tech industries contrasting to low and medium technology (LMT) industries in the Greater Pearl River Delta (GPRD), China. Using the sectoral patent application data over the period 2008–2016, the social network analysis results confirm a higher level of triangles in the co-invention network of high-tech industries than within LMT industries. Moreover, the empirical results through Exponential Random Graph Model (ERGM) show that, compared to LMT industries, collaboration in the co-invention network of high-tech industries is less sensitive to geographical and linguistic distance, while more subject to economic distance, regional educational level and government support with time. In addition, cognitive proximity and regional R&D intensity are both important prerequisite in the formation of these two collaborative networks.  相似文献

In this paper, Ciccone's ( 2002 ) approach is applied to the Spanish case in 2011 but by estimating it using local labor markets (LLMs) instead of NUTS‐2 or NUTS‐3 regions. It is especially relevant in the case of Spain because the NUTS‐3 (provinces) are large regions in comparison with other cases in Europe. From a sample of income taxpayers published by the Spanish Fiscal Studies Institute, we derive figures on average wages by worker on the scale of LLMs. We argue that working at this level of spatial disaggregation is more in line with the idea of externalities from agglomerations, which are generated on a local scale. We can also observe intra‐regional heterogeneity and how the urban wage premium changes along the entire distribution of cities, including small‐medium size urban areas or rural areas. The empirical analysis is based on several estimation strategies, namely, ordinary least squares, two‐stages least squares, quantile regressions (QR), and instrumental variable quantile regressions (IVQR) estimators; they all find a significantly positive effect of agglomeration in the conditional mean of wages. This result can be estimated along the conditional distribution of wages. According to the QR and IVQR estimates, important variations are found along the distribution.  相似文献

This study takes a regional approach to analyzing what drives labor's share of income for South Korea over 2000–2014. First, we document empirically that changes in the labor share within a region are the dominant component of the change in the aggregate labor share of national income. To study the dynamic determinants of the labor share of income at the regional level, a panel vector autoregression (PVAR) model is estimated to examine how the regional labor share responds to innovations in an array of variables suggested by theoretical models. Consistent with theory, we confirm that technology, capital intensity and market concentration are the key variables explaining the labor share dynamics. Furthermore, we analyze the effects of trade openness and R&D expenditures on the regional labor share. Interestingly, we find that the labor share shows a different pattern of responses to the identified shocks depending upon the type of regions, that is, whether it is in the metropolitan or provincial areas. We also discuss the implications of our results for both theory and policy.  相似文献

We test if remoteness of a county is one of the environmental factors that contribute to obesity. First, we employ geographically weighted regressions (GWRs) that allow us to observe local or regional patterns. We find that county obesity rate is spatially non‐stationary, remoteness affects county obesity rates, and there are spatial heterogeneities in how distance affects county obesity rates. Next, we refine our estimates of the effect of remoteness on county obesity rate using a random effect model that accounts for county‐level unobserved heterogeneity. Even after accounting for these heterogeneities and state fixed effects, we find measurable impact of remoteness on county obesity rate. Splitting the sample into metro and non‐metro counties, we find that remoteness matters more for the obesity rates in the metro counties.  相似文献

Despite high economic growth over the past 30 years, China's substantial and persistent regional disparities have been the subject of continuing concern to policy makers, as well as the target of a wide variety of policies. An important issue in the policy debate about whether and how best to attack these disparities is whether measures designed to improve regional equality come at a cost to national development, i.e., whether there is a trade‐off between the level of national output and the equality of its distribution across the regions. There is little analysis of this issue in the literature. We help fill this gap by setting up a two‐region model designed to capture some of the salient features of the Chinese economy. We subject this model to a number of policy shocks and assess the effects on regional disparities in per capita output, on the one hand, and on aggregate output on the other to investigate the trade‐off. We also consider income and welfare as alternatives to output. We find, first, that disparities in per capita output, income, and welfare may move in different directions so that it is important to specify which disparity is being targeted. Second, since both disparities and aggregate outcomes are endogenous, how they move together depends on the nature of the shock driving the model. Thus, some policies designed to reduce disparities face a trade‐off and others do not. Only a reduction in internal migration restrictions unambiguously reduces all three disparity measures and increases aggregate output, income, and welfare. All other policies considered face a trade‐off in at least one dimension. Third, whether there is a trade‐off depends also on the time horizon—some policies face a trade‐off in the short run and not in the long run and vice versa.  相似文献

This paper studies the population growth dynamics in European NUTS3 regions over the period of 2000–2015 and offers generalizable evidence on the main drivers of population change at this sub‐level of analysis, which is so far rather unexplored. Results obtained by means of a spatial Durbin model highlight the roles of economic and demographic regional conditions in shaping population dynamics and the minor role of geography and environmental conditions. The fact that geographical polarization of population is occurring, which might result in an increase in regional imbalances, calls for policy actions in mitigating this phenomenon.  相似文献

This paper asks whether the technological development of a nation reduces the inter‐regional hierarchy in knowledge flow. We examine two scenarios that are the alternative to each other. The first is what we call the globalization of regional innovation system/weakening of inter‐regional hierarchy scenario: As many regions develop their niches in the global economy, the national “anchor” region loses its relative importance as the importer and distributor of new knowledge, rendering the domestic inter‐regional hierarchy less significant as a result. The second scenario is the globalization of national innovation system/persistence of inter‐regional hierarchy. The nation’s traditional anchor region becomes even more active in importing technology and distributing it to other regions of the country. To test which scenario is closer to reality, we employ social network metrics to analyse inter‐regional technology diffusion networks using Chinese patent licensing data for the 1998–2013 period. Our findings support the second scenario, showing that the influence of the traditional anchor region persists in the hierarchical network structure as new cities enter the network. We found five anchor regions: the three usual suspects—Beijing, Shanghai and Shenzhen—plus two that were slightly less expected—Dongguan and Suzhou.  相似文献

The aim of this article is to investigate the dynamic effects of monetary policy shocks on economic activity and aggregate price levels across Mexican states. To do this, a recursive structural panel VAR model is implemented as proposed by Pedroni which allows for regional heterogeneity and structural identifying restrictions of common monetary policy shocks. Empirical evidence suggests a common monetary policy shock to short‐term interest rates induces significant cross‐state variation in prices and output level responses. Additional analysis indicates that structural features, such as the industry mix and the small versus large firm mix, are possible sources of the observed cross‐state variation influenced by interest rates and credit channels. We conclude that the observed differentiated regional impacts are sufficiently important to justify rethinking Mexico's current monetary policy framework in order to explicitly consider a regional view.  相似文献

This article applies a global production networks (GPN) perspective to the trans‐border investments of Taiwanese personal computer (PC) companies in the Northern Taiwan, Greater Suzhou and Greater Dongguan regions. The findings of extensive field research are used to illustrate two conceptual arguments. First, we show the on‐the‐ground complexity of inter‐firm governance arrangements within the PC industry, thereby casting doubt upon attempts to reduce notions of governance to simplistic, industry‐wide categorisations. Second, by comparing Greater Suzhou and Greater Dongguan, we demonstrate that even within a single production system, there is geographical variation in the nature of the strategic coupling between the GPN and local institutional formations. We argue that conceptualising such geographical and organisational complexity is critical to understanding the regional development potential of GPNs.  相似文献

The aim of this study is to empirically examine regional resilience by assessing economic growth patterns in two distinct groups of regions across the European Union in the aftermath of the 2008 economic and financial crisis. In an effort to consider the regions as interconnected economic areas and account for spillover effects, the model incorporates complex spatial effects that consider both spatial heterogeneity and spatial dependence. The analysis follows a step‐wise approach. First, spatial heterogeneity is assessed by employing Exploratory Spatial Data Analysis, which identifies two distinct spatial regimes, a core and a periphery, based on their initial level of economic development. A Spatial Durbin Model is then employed to estimate the determinants of regional resilience and growth in both regimes, including potential spillover effects. Results indicate that while both spatial regimes experience processes of economic convergence, recent determinants of growth, as well as spillover dynamics, differ across the two. In the core regime, better institutions, higher shares of investment, and an economy specialized in higher value‐added sectors significantly spur domestic growth, with investment also inducing positive spillover effects to neighbouring regions. In the peripheral regime, low shares of lower‐secondary educational attainment and high shares of tertiary educational attainment have a significant positive effect on domestic growth, with higher shares of tertiary educational attainment also inducing positive spillover effects. Moreover, technological readiness is also identified as an important factor in the peripheral regime with positive spillover effects. Upon the bedrock of these findings, initial policy proposals are offered.  相似文献

ABSTRACT The study presents original evidence on the characteristic features and innovation activities of knowledge‐intensive business services (KIBS). Based on a wide‐scale survey of 1,124 KIBS firms in Quebec (Canada), we explore empirically the extent to which KIBS from various sectors and regions differ in their characteristics and their uses of innovation practices. The results from the sectoral analysis reveal that KIBS display different characteristic features and innovation behaviours across sectors, thus suggesting that inter‐sectoral differences are important when explaining innovation activities in KIBS. The comparison between KIBS in large, medium, central, and resource regions shows that the characteristic features and the innovativeness of KIBS are rather similar, and little or no significant statistical differences were found between the different regions in the province of Quebec. Thus, overall, the results of our study seem to suggest that a location does not tend to make a difference in respect to characteristic features and innovation performance of KIBS.  相似文献

This paper estimates regional economic efficiency differentials at the firm level for the Italian manufacturing sector in the period 1998–2003. We implement an input distance‐function approach providing measures of both technical inefficiency and allocative distortions in the choice of input mixes. Our results confirm the substantial technical efficiency gap suffered by firms located in Southern regions, thus providing empirical support for the “structural and technological gap” interpretation of Italian dualism. On the other hand, the allocative distortions in the use of inputs show less‐remarkable regional differences. In terms of policy, our results suggest the need for a reallocation of public resources for development policies from business incentives to public investment.  相似文献

In this paper, we present a critical assessment of recent economic development policy directions centered on the concept of regional innovation clusters. We begin by investigating the rationale underlying the Obama administration's promotion of regional innovation clusters (RICs) and their introduction to the policy arena in its Strategy for American Innovation. The connections among RICs and existing research and policies in industry and occupational clusters, regional innovation systems and regional economic development are identified and analyzed to highlight those most critical challenges to conceptualizing and theorizing RICs. While we applaud the long overdue focus of economic development policies on sub‐national regions, we identify several major conceptual shortcomings and programmatic difficulties associated with RICs as a centerpiece for economic development strategies.  相似文献

Modern cluster theory provides reasons for positive external effects that accrue from the interaction of spatially proximate firms operating in common and related fields of economic activity. In this paper, we examine the impact of R&D-intensive clusters as a key factor of regional competitiveness on productivity growth. In relying on a hybrid approach of cluster identification, we examine effects of cluster specialization and diversity for a panel of German NUTS-3 regions in 2003–2019. After controlling for regional characteristics and unobserved heterogeneity, a robust cluster strength effect (i.e., specialization) on productivity growth is found within the context of conditional convergence across German regions. With regard to the underlying mechanisms, we find that the presence of multiple R&D-intensive clusters in specific technological fields is most strongly linked to higher levels of regional productivity growth. We also find that advantages from cluster specialization are strongest in key industrial sector such as automobile production, machinery, chemical and pharmaceutical products. Overall, our estimates particularly highlight the working of Marshallian externalities in productivity dynamics, while Jacobs-type spillovers tend to be partially realized. These findings indicate that some but not all cluster-based regional development strategies are promising policy tools to foster regional growth processes.  相似文献

This paper examines the degree to which creative industries stimulate regional productivity growth in a developing country, Indonesia. The Indonesian government promotes long‐established “traditional” craft businesses as creative industries, but they pay less attention to new knowledge creation and focus on highlighting heritage values as selling points. Our findings show that the “real” creative industries are still scarce and found mostly in fairly advanced urban regions. These industries are more likely to be an indicator than a driver of regional economic development. Meanwhile, those traditional businesses are much larger than creative industries and potentially contribute to regional productivity through consumption activities, thereby requiring different policy strategies.  相似文献
