摘要:农村金融生态环境的优劣评判依据是农村区域经济的发展和稳定程度,金融法律法规的完善程度及其在农村的执行状况,农村信用环境的健全程度,以及地方政府对农村金融活动的管理方式和介入程度。当前,我国农村金融生态环境面临农村宏观经济的形势严峻,农村金融缺口严重,行政力量对农村金融活动干预失当,且农村金融的市场化程度低,法制环境缺失,社会信用意识淡薄,征信体系建设滞后。因而,要改善农村金融生态环境的现状就必须统筹城乡经济社会发展,消除“二元结构”,促进农村经济发展;规范地方政府行为,建立地方治理与农村金融活动良性互动的关系,同时建立良好的法律和执法体系,为农村金融生态营造良好的法制环境,全面推进信用体系建设,规范农村金融生态的信用秩序。  相似文献

Under the system of political centralization and economic decentralization, the expanding scale of land finance and the increasingly severe environmental pressure have jointly become crucial features of China's urban development. Therefore, it is of great practical significance to study the intrinsic mechanism of land finance on haze pollution for China's economy to achieve kinetic energy transformation and green development. This paper empirically analyzes the impact of land finance on haze pollution using a dynamic spatial Durbin model based on panel data of 269 prefecture-level cities in China from 2004 to 2017. The statistical results show that haze pollution has a significant “snowball effect” and space spillover effect. Land finance has a significant positive effect on haze pollution. Land transfer both by agreement and by bid invitation, auction, and listing have significant positive effect on haze pollution. However, the promoting effect of land transfer by agreement on haze pollution is significantly higher than that of land sale by bid invitation, auction, and listing. Furthermore, regional heterogeneity implies that for cities in the eastern region, land finance is conducive to alleviating haze pollution. In contrast, for cities in the central and western regions, land finance significantly promotes haze pollution.  相似文献

Abstract: China's urban land reform is a gradualist process of transforming a planned land allocation system to an open land market system, while the ownership of the land remains under the control of the state. This process defines the relationships between local government and emerging non‐public interest groups in the land development process. These issues can be most clearly seen in the State‐Approved Development Zones, where municipalities have been encouraged to promote economic development and test out land policy initiatives. Using the institutionalist and urban growth machine analytical approaches to land development processes, this study examines the operation of development processes and the role of local government and its relationship with other interest groups. By employing a case study research strategy, focused upon the Hangzhou High‐Technology Zone, the study uncovered a local government‐led growth coalition which featured participation by other interest groups and revealed the applicability and variations when applying two strands of theories to a socialist economy in transition. Besides the land reform policy implications drawn from the case study evidence, the study concludes that the presence of interest groups and the missing community organisations unique to China give new theoretical implications and that both theories work much better with the economic domain than with the political domain largely because of a lagged political reform.  相似文献

目前,民间信贷作为一种金融形式,在经济活动中占据着重要的地位。全面、详实的了解民间信贷情况对促进当地区域经济发展、促进金融系统改革和提高资本效率将起到巨大的推动作用。本文通过对辽宁省本溪县3个典型村的农户的问卷调查,了解了基点村的民间信贷现状及产生的原因、民间信贷的用途;并对于民间信贷对当地金融市场的影响及利弊关系进行了分析。研究结果表明:作为信贷一种形式,民间信贷在当地农户的经济活动中依然发挥着显著作用,从民间信贷的特点来看,民间信贷行为与当地的经济、文化以及农户的生产生活方式有着密切的联系。为今后该地区民间金融市场的完善与发展提供了现实依据。最后提出了引导民间信贷行为正规发展的建议与具体措施。  相似文献

The economic downturn that began in 2007–2008 was blamed by some commentators on neoliberalism and pro‐business policies. So we might expect U.S. state and local governments to have responded with policy changes affecting their neoliberal economic development strategies. Based on this assumption, this paper is a theoretically informed examination of recent high‐profile bidding wars in Wisconsin. The highest profile example was in 2009 when General Motors chose a plant in Michigan over Wisconsin and Tennessee for a new small car line. Wisconsin's Commerce Secretary characterized Michigan's $1.2 billion incentive offer as “absolutely crazy” (compared with his state's $409 million offer!). My main research question is how have Wisconsin state and local governments adjusted their neoliberal economic development efforts in these bidding wars given the recent economic downturn and weak economy? This paper uses the largest incentive offers in Wisconsin during the tenure of the current and previous state governors within the context of ten themes drawn from the literature to problematize the neoliberal policy of bidding for big business. It concludes by considering the implications for economic development policies.  相似文献

The advancing global urbanization puts great pressure on the society and ecosystem, especially in developing countries. Reasonable land-use policies adapted to local conditions are the key issues to prevent disordered urban expansion. Multi-scenario simulation provides a new perspective for differentiated policy formulation based on regional heterogeneity. Regarding the Shaanxi Province, a rapid urbanized area with high spatial heterogeneity in western China, as the study case, we tracked its past land-use changes and predicted the characteristics of urban expansion using the Future Urban-Regional Environment Simulation model. We found that (1) during the past 35 years, built-up land evidently increased accompanied by the loss of cropland, grassland, and unused land. (2) The urban expansion mainly will occur in the areas with flat terrain under three scenarios. (3) The urban expansion will transit into the “requiring land from mountains” pattern in the future, which means that it will gradually spread to areas with higher slopes. (4) Differentiated and optimal development patterns are proposed for different subregions by accounting the loss of ecosystem service in the procedure of urban expansion. This research can help local governments formulate differentiated future macro control of territorial spatial planning to optimize subregional land development.  相似文献

本文基于土地违法投入对经济增长的作用机理,通过实证研究分析了中国1999-2006年土地违法投入对经济增长的影响及贡献。研究结果:土地违法投入由于其获取方式和途径等不同对社会经济产生不同于合法土地投入的效应,因而产生了不同于合法土地投入对经济增长的贡献。从短期看,违法土地投入对经济增长的产出弹性远远小于合法土地投入,从长期看,违法土地投入不利于土地的合理投入和集约利用,对经济增长并不能产生正的贡献。因此,政府应该从多方面措施入手,最大程度地遏制土地违法现象的发生。  相似文献

Policy makers who wish to spur economic development in rural forests face challenges that include population decline and poverty. Protected land and natural amenities enhance the quality of life and prospects for economic development, but there is limited research on how different types of protected land or natural amenities affect the rural forest economy. We use county level variables for protected areas differentiated by access and extractive use, and natural amenities differentiated by climate, water area, and topography to explain spatial variation in labor and built space markets. Results show that temperate summers and water area increase wages and housing prices and explain more than 30 percent of the spatial differences in wages, housing price, employment density, built space percent, human capital, and local road density. Protected area decreases wages, but, if open access, increase housing prices and human capital and explain more than 20 percent of the spatial differences in human capital, built space percent, and local road density.  相似文献

An extensive economic growth mode leads to resource depletion and environmental degradation. Green development is the best way to solve this problem. We analyzed the sample data of 41 cities in the Yangtze River Delta of China from 2007 to 2019. We used the spatial Durbin model and interaction term model to study the effects of regional financial agglomeration (FA) on green development and the moderating role of green technology innovation. The results show that FA promotes local green development but inhibits the green development of neighboring areas. Because the polarization effect of the growth pole is greater than its dispersion effect, cities with high levels of FA have a strong “siphon effect” on the surrounding areas. Green technology innovation positively moderates the promoting effect of FA on green development; the higher the level of green technology innovation and the degree of emphasis on it, the stronger the promoting effect. The government should encourage green finance to promote green technology innovation and promote the green development of the regional economy. These findings provide new insights for developing countries to achieve sustainable development under environmental constraints.  相似文献

农村土地流转是市场经济发展新的阶段优化土地资源配置的迫切需要,对促进农业发展,维护农村稳定,增加农民收入起到积极作用;本文在对河南若干地区进行选择区域性实地调查的基础上,分析了农村土地承包经营权流转的现状;研究了土地流转中存在的流转手续不健全、流转形式单一、规模化经营程度不高等诸多问题,并对问题背后深层次的原因进行了探讨提出了强化流转规范化管理、加快农村劳动力转移等若干对策,为完善农村土地流转制度提供了参考依据;土地流转机制的完善,土地法制的健全,在提高农民收益、保障农民权益上有了很大程度上的提高,对本时期我国国民经济发展起到促进作用。  相似文献
