New Horizons in Medical Research

From the above it is seen that the U. S. Public Health Service Research Grants program represents a sincere and continuing effort to supply Federal funds for the support of necessary additional research in the fields of medical and related sciences without interposing any degree of government restriction, control, supervision, or regimentation. The program is a scientific one, scientific guidance of which lies wholly in the hands of scientists.     

Bioethics. Financial conflicts get more scrutiny in clinical trials

At a national conference on clinical research last week, the incoming head of the federal government's new Office for Human Research Protections, Greg Koski, surprised his audience by suggesting that some conflicts should be avoided. His support for the idea that scientists should have no financial ties to companies whose products they are testing hints at an upcoming shift in government rules that govern the relationship between scientists and the pharmaceutical industry. But most of the discussion at the conference revolved around questions of how to "manage" conflicts rather than do away with them.

Science and the university

The federal government-university relationship in scientific research has been eroded by excessive, unthinking regulations for the purposes of accountability. The Office of Management and Budget's Circular A-21 continues to jeopardize the quality of government-sponsored research in universities by demanding wasteful, meaningless work-load documentation. These regulatory demands must be revised to reflect the realistic obligations of accountability by a leadership capable of transcending special interests. Mutual respect between government and universities must be restored to achieve a partnership that helps better the national life while also protecting the integrity of the scientific faculty and its mission.     

Scientific misconduct. How prevalent is fraud? That's a million-dollar question

How often does scientific misconduct occur? There seems to be no consensus on the answer, although a range of estimates were presented at a conference called last month by a key federal watchdog agency to announce a $1 million grants program to investigate the prevalence of fraud, data fabrication, plagiarism, and other questionable practices in science. The 8-year-old Office of Research Integrity hopes to support studies gauging the frequency of misconduct and assessing efforts to raise ethical standards.

National document-handling systems in science and technology

As a result of the studies described here and the COSATI recommendations, as well as briefings and discussions at many levels of government and with professional and industrial organizations, the Office of Science and Technology has a blueprint for action and support for forward movement in the handling of scientific and technical documents.     

《国家人权行动计划（2009～2010）》对实现“国家尊重和保障人权”宪法原则的意义

2009年4月13日,国务院新闻办公室发布了《国家人权行动计划（2009～2010）》。这是以我国政府名义制定的第一个以保障人权为主题的国家层面规划,是一份政府各部门落实＂国家尊重和保障人权＂的宪法原则,推进中国人权事业发展的行动纲领性质的政策文件。本文拟从介绍《国家人权行动计划（2009～2010）》的出台背景、指导思想、基本原则、主要内容等方面入手,分析该计划出台对实现＂国家尊重和保障人权＂宪法原则的意义。

New bioethics panel under consideration

Proposals for a bioethics panel to replace the defunct President's Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research have been made in the Senate by Edward Kennedy (D-Mass.) and Jeremiah Denton (R-Ala.). Denton favors a panel within the Office of Technology Assessment (OTA), while Kennedy favors sponsorship by the Institute of Medicine. Congress may find the OTA suggestion more attractive because of greater congressional control over the panel's agenda and recommendations.

In Mark Crawford's News & Comment article, "Reagan okays the Supercollider," (6 Feb., p. 625), Alvin W. Trivelpiece was incorrectly identified as director of basic research at the Department of Energy. Trivelpiece actually serves as the director of the Office of Energy Research.     

Clinical trials. Harvard's Koski to lead human subjects office

As Congress steps up oversight of human clinical trials, the Administration is getting a high-level manager of its own to watch out for the interests of volunteers in U.S.-financed research. As expected, Secretary of Health and Human Services (HHS) Donna Shalala last week named anesthesiologist E. Greg Koski, 50, to run a new HHS Office for Human Research Protections.     

基于“学研产”结合的“动物繁殖学”教学改革实践

“动物繁殖学”是研究畜禽繁殖规律和繁殖技术的科学,是动物科学专业的必修基础课。为满足现代畜牧业生产对动物科学专业人才培养的新要求,针对“动物繁殖学”内容丰富、知识更新快、实践性强的特点,南京农业大学动物繁殖教研室探索出了以科研促教学、以生产实践促教学“学研产”结合教学改革模式,为高等农业院校课程教学改革提供借鉴。     

新形势下热科院科研基地土地管理的对策研究

2006年初,中国热带农业科学院科研基地的院试验场下属的原宝岛公社5个单位的生产队(村)以多种方式要求退出试验场编制,严重影响了中国热带农业科学院科研事业的发展。院国有资产管理处经过一年多的详细调查,认真分析了中国热带农业科学院试验场土地管理中存在的问题,提出一些解决对策,以期探讨新形势下切实可行的科研基地管理模式。     

基于网络环境的竞争情报的获取与利用

分析了网络竞争情报的来源,阐述了其收集方法:获取整体行业信息,确定竞争时手范围,了解竞争对手经营状况,获取竞争时手的个人信息,了解与企业有关的政策等等,并给出了网络竞争情报的处理利用途径:网络竞争情报处理系统根据企业竞争知识库,把多源信息进行合并、过滤、提取、分类,并将新的信息与数据库匹配,以更新数据库.     

Cu2＋和Zn2＋在太湖沉积物上的吸附及竞争吸附研究

利用等温吸附法研究了太湖沉积物对Cu2＋、Zn2＋的平衡吸附量、吸附动力学,以及在沉积物上的竞争吸附行为,分析了竞争条件下Cu2＋、Zn2＋在沉积物上的吸附特征。研究表明,Lmgmuir型吸附模式能很好地描述Cu2＋、Zn2＋在太湖沉积物上的吸附过程．其线性回归系数高达0．99,但拟合参数反映的土壤对重金属的吸附规律不适合沉积物;吸附动力学试验研究表明,伪二级动力学方程可较好地描述二者在沉积物上的吸附动力学过程;竞争吸附研究证明了沉积物对Cu2＋的吸附性比Zn2＋强,且Cu2＋能置换出沉积物本底值中的Zn2＋．

如何合理开发利用丰富的湖面资源,振兴农村经济,改变贫穷落后的滨湖农村面貌,同时使生态环境不逍受新的破坏,是关系到鄱阳湖滨湖地区农村社会和经济健康发展的重要问题。1989年余干县委、县政府提出“立足生态,着眼经济,全面开发,综合利用”的水产资源开发方针,通过统筹规划,合理布局,因地制宜地建立了综合开发湖面和水产资源的生态养殖模式,十多年来取得了较显著的社会经济效益。

The first part discussed the role of the Office of Science and Technology Policy (OSTP) in the context of the overall federal policy-making framework and institutional structure and described specific activities aimed at strengthening U.S. science and technology, fostering industrial innovation, enhancing relationships among government, universities, and industry, and improving the regulatory process. This part focuses on OSTP activities related to national security and foreign policy, space, energy and the environment, health, and agriculture, and discusses OSTP advisory mechanisms and planning efforts.
