野生动物是自然生态系统的重要组成部分,在促进人与自然和谐发展、维护生态平衡等方面发挥着重要作用。为了加强野生动物资源的保护,调动野生动物栖息地地区公众保护鸟类的积极性,提高公众野生动物保护的意识,促进人口、资源、环境和经济的协调发展,中国野生动物保护协会自2004年起在全国组织开展了“中国野生动物之乡”命名活动,受到了社会各界的广泛欢迎。截止2011年8月,中国野生动物保护协会共在全国23个省(区、市)命名了50个“中国野生动物之乡”。作为野生动物保护宣传的新模式,“中国野生动物之乡”对于加大提高公众的保护意识,树立地方的生态品牌,调动社会各界的保护积极性起到了促进作用。  相似文献

The public trust doctrine (PTD) is the common law basis for governments to hold wildlife in trust for the benefit of current and future generations of Americans. Wildlife as a public trust resource is the foundation of the North American Model of Wildlife Conservation. We examine principles that underlie a trustee’s role in the context of the PTD and governmental responsibility. We evaluate purposes of and needs for human dimensions inquiry in execution of a trustee’s wildlife stewardship responsibility. We conclude human dimensions research is essential for government to fulfill its responsibilities as trustee, particularly considering the breadth and often conflicting interests of stakeholders. Human dimensions research can serve an important function in identifying and affirming core societal values toward wildlife that underpin the PTD and in monitoring shifts in society’s values to ensure resiliency of the trustee role and relevance and legitimacy of institutional norms of wildlife resource governance.  相似文献

Wildlife is a known reservoir of pathogenic bacteria, including Mycobacterium bovis and Brucella spp. Transmission of these pathogens between wildlife and food animals can lead to damaging impacts on the agri‐food industry and public health. Several international case studies have highlighted the complex and cross‐sectoral challenges involved in preventing and managing these potential transmission risks. The objective of our study was to develop a better understanding of the socio‐economic aspects of the transmission of pathogenic bacteria between wildlife and food animals to support more effective and sustainable risk mitigation strategies. We conducted qualitative thematic analysis on a purposive sample of 30/141 articles identified in a complementary scoping review of the literature in this area and identified two key themes. The first related to the framing of this issue as a ‘wicked problem’ that depends on a complex interaction of social factors and risk perceptions, governance and public policy, and economic implications. The second theme consisted of promising approaches and strategies to prevent and mitigate the potential risks from transmission of pathogenic bacteria between wildlife and food animals. These included participatory, collaborative and multidisciplinary decision‐making approaches and the proactive incorporation of credible scientific evidence and local contextual factors into solutions. The integration of these approaches to address ‘wicked problems’ in this field may assist stakeholders and decision‐makers in improving the acceptability and sustainability of future strategies to reduce the transmission of pathogenic bacteria between wildlife and food animals.  相似文献

Existing sources of wildlife morbidity and mortality data were evaluated and 3 pilot active surveillance projects were undertaken to compare and contrast methods for collecting wildlife disease data on Vancouver Island for public health purposes. Few organizations could collect samples for diagnostic evaluation, fewer still maintained records, and none regularly characterized or reported wildlife disease for public health purposes. Wildlife rehabilitation centers encountered the greatest variety of wildlife from the largest geographic area and frequently received submissions from other organizations. Obstacles to participation included the following: permit restrictions; financial disincentives; staff safety; no mandate to collect relevant data; and lack of contact between wildlife and public health agencies. Despite these obstacles, modest investments in personnel allowed novel pathogens of public health concern to be tracked. Targeted surveillance for known pathogens in specific host species, rather than general surveys for unspecified pathogens, was judged to be a more effective and efficient way to provide useful public health data.  相似文献

Communication is an important part of wildlife management. Communication strategies based in knowledge of stakeholder understandings of key issues tend to be particularly effective. We conducted focus groups in five states across the United States to evaluate how laypersons conceptualize wildlife health and wildlife disease management. Based on insights from the focus groups, we identified building blocks of layperson mental models for wildlife health. From the layperson perspective, wildlife health was associated with absence of disease; balanced, sustainable populations; healthy animals; habitat quality; and ecosystem health. Wildlife disease was commonly viewed as a natural phenomenon. Factors influencing support for wildlife disease management included the specific methods used, cost, predicted consequences of management, level of uncertainty, and severity of the disease threat. Knowledge attained from these focus groups provides empirical evidence of beliefs and perceptions that influence public understanding and agreement with wildlife disease management.  相似文献

The Canadian Cooperative Wildlife Health Centre (CCWHC) was established in 1992 as an organization among Canada's 4 veterinary colleges, with a mandate to apply veterinary medicine to wildlife management and conservation in Canada. A major function of the CCWHC is nation-wide surveillance of wild animal diseases. Disease surveillance is conceived as consisting of 4 different activities: detection, diagnosis, information management, and use of information. In the CCWHC surveillance program, detection of disease is carried out by a wide range of professional and avocational field personnel, and much effort is expended to stimulate and support this activity. Diagnosis is done by personnel of provincial and federal veterinary laboratories and the CCWHC. Information management is achieved through a national database of wildlife disease incidents developed and maintained by the CCWHC. Use of information is enabled through established channels for distribution of information derived from the surveillance program to persons responsible for wildlife programs and policies, and to the public. There has been a high demand for the services of the CCWHC since its establishment. The CCWHC responds to approximately 2000 requests for information annually, distributes its newsletter to over 1700 recipients, examines approximately 1200 wild animal submissions each year, and has accumulated records of over 5000 disease incidents in its database. Technical information from the CCWHC has benefited federal, provincial/territorial, and nongovernment wildlife agencies; endangered species recovery programs; federal and provincial veterinary services; and federal and provincial public health programs.  相似文献

Wildlife management increasingly incorporates public participation to be more inclusive and reduce tensions between management and the general public in the decision-making process. There is also a need, however, to include spatial data since most wildlife biological and biophysical data are stored spatially in geographic information systems (GIS). This article presents a method for integrating this information using public participation geographic information systems (PPGIS). We asked stakeholders to identify specific places on a map that they would like to see maintained for the conservation of particular threatened species. This information is useful for identifying public wildlife management preferences and for allowing comparisons between public and expert opinions. We found high levels of public accuracy in identifying suitable habitat for threatened species conservation. We also identified places of potential conflict due to incompatible stakeholder preferences, but found little conflict between public conservation and development preferences.  相似文献

The emphasis on rabies control and prevention in the United States seems to be a function of our perception of proximity of the threat. Wildlife rabies epizootics within a state may be of little concern to the uninformed urban dweller. Additionally, many parts of the western United States are free of terrestrial rabies; were it not for the presence of bat rabies, people in those areas would likely interpret rabies control as a minor public health concern. It is essential that federal, state, and local public health programs emphasize the importance of rabies control through activities that include rabies education, sponsorship of legislated requirements for domestic animal vaccination, support for local animal control programs, and the promotion of recommendations that encourage the appropriate use of PEP. We are almost guaranteed that rabies is going to remain a major public health issue well into the next century because of expanding wildlife rabies epizootics, identification of new rabies viral variants with increased public health concern, emotional and legal concerns associated with rabies exposure, and increasing national cost associated with rabies control and prevention. Nevertheless, the development of new laboratory technology that allows an understanding of the epidemiologic nature of the rabies virus based on an evolving genetic history and the interrelationship with wildlife reservoirs should allow access to valuable tools for rabies control. When combined with programs using new developments in oral rabies vaccine that can immunize whole populations of wildlife reservoirs, that technology offers encouragement in our effort to control one of the diseases of antiquity.  相似文献

Considerable research has been conducted analyzing how demographic characteristics influence the public’s attitudes toward wildlife; however, less research of this type has been conducted in locations having long-standing species conservation efforts. Questionnaires were completed by residents living adjacent to such a location, the Archie Carr National Wildlife Refuge (ACNWR), to investigate which demographics explained residents’ knowledge of, attitudes toward, willingness to act for, and participation in sea turtle conservation. Residents who had a non-governmental organization (NGO) or government agency as their sea turtle information source had stronger positive attitudes toward sea turtles. Residents who possessed strong positive attitudes were more willing to engage in pro–sea turtle conservation behaviors. Overall, this research demonstrated that ACNWR residents’ source of sea turtle information being an NGO or government agency played a significant role in increasing residents’ knowledge of, attitudes toward, willingness to volunteer for, and participation in sea turtle conservation.  相似文献

The development of the Australian Animal Welfare Standards and Guidelines for the Land Transport of Livestock (known as Land Transport Standards and Guidelines) is the first in a series of projects to develop consistent animal welfare standards and guidelines in Australia. The project represents an evolution in the way in which animal welfare policy is developed in Australia. The standards will be the animal welfare requirements that must be met under law for livestock welfare purposes, and the guidelines are the recommended practices to achieve desirable animal welfare outcomes.The development work has been carried out under the auspices of the Australian Animal Welfare Strategy (AAWS). The project is part of the AAWS vision for national standards that are maintained and enforced in a consistent, cost-effective manner and that reflect contemporary scientific knowledge, competent livestock husbandry, and mainstream community expectations. The development process for the standards and guidelines is laid out in a business plan that provides for effective and transparent stakeholder consultation and a public consultation period before final recommendations on the standards and guidelines are made to the government.This paper discusses the process and philosophies for development of the standards and guidelines and gives an overview of the content. After 6 reference group meetings, the Land Transport Standards and Guidelines went to public consultation on March 29, 2008 for a 60-day period. After revision, complete consensus was not achieved in 2 additional meetings; the major unresolved issue is the measures relating to the transport of bobby calves. An agreement has been reached to further examine the bobby calf situation, and the standards and guidelines have been recommended for government endorsement, which was expected in April 2009.  相似文献

OBJECTIVE: To evaluate the risks associated with wildlife rehabilitation and the reemergence of wildlife rabies in North Carolina through assessment of the status of knowledge and attitudes of licensed in-state wildlife rehabilitators about rabies and rabies vector species (RVS). DESIGN: Questionnaire survey. SAMPLE POPULATION: 672 North Carolina licensed wildlife rehabilitators registered in 1999. PROCEDURE: Wildlife rehabilitators were contacted by mail to determine their status of knowledge and attitudes regarding rabies and RVS. The questionnaire was designed to determine rehabilitators' recent experiences with RVS, attitudes toward regulations, and knowledge of rabies virus transmission. Results were analyzed by use of the chi2 test. RESULTS: Questionnaire responses were provided by 210 of the 672 (31.3%) wildlife rehabilitators. Among rehabilitators, there were some inconsistencies in their knowledge base regarding rabies (eg, 25% reported that they did not know at what age animals were capable of transmitting rabies virus). Most respondents were amenable to all proposed licensing prerequisites for handling RVS (ie, record keeping, additional training, and veterinarian support). Respondents reported > 580 calls annually about rehabilitating RVS, and 80% believed at least some of their peers were rehabilitating RVS illegally. CONCLUSIONS AND CLINICAL RELEVANCE: With the establishment of rabies as a disease that is endemic among wildlife species in North Carolina, educational efforts directed at wildlife rehabilitators (a subpopulation of residents potentially at high risk of rabies virus infection) would have direct and indirect public health benefits; similar efforts may be useful to public health communities elsewhere in the United States.  相似文献

Zoonoses pose a significant burden of illness in North America. Zoonoses represent an additional threat to public health because the natural reservoirs are often animals, particularly wildlife, thus eluding control efforts such as quarantine, vaccination and social distancing. As there are limited resources available, it is necessary to prioritize diseases in order to allocate resources to those posing the greatest public health threat. Many studies have attempted to prioritize zoonoses, but challenges exist. This study uses a quantitative approach, conjoint analysis (CA), to overcome some limitations of traditional disease prioritization exercises. We used CA to conduct a zoonoses prioritization study involving a range of human and animal health professionals across North America; these included epidemiologists, public health practitioners, research scientists, physicians, veterinarians, laboratory technicians and nurses. A total of 699 human health professionals (HHP) and 585 animal health professionals (AHP) participated in this study. We used CA to prioritize 62 zoonotic diseases using 21 criteria. Our findings suggest CA can be used to produce reasonable criteria scores for disease prioritization. The fitted models were satisfactory for both groups with a slightly better fit for AHP compared to HHP (84.4% certainty fit versus 83.6%). Human‐related criteria were more influential for HHP in their decision to prioritize zoonoses, while animal‐related criteria were more influential for AHP resulting in different disease priority lists. While the differences were not statistically significant, a difference of one or two ranks could be considered important for some individuals. A potential solution to address the varying opinions is discussed. The scientific framework for disease prioritization presented can be revised on a regular basis by updating disease criteria to reflect diseases as they evolve over time; such a framework is of value allowing diseases of highest impact to be identified routinely for resource allocation.  相似文献

This article examined value orientations toward wildlife among the adult general Danish public in relation to age, sex, past and present residence, education, and income, using a U.S. survey instrument on Wildlife Value Orientations (WVO). The study used an Internet-based questionnaire sent to a representative sample of the Danish public in 2012 (= 1,001). As predicted, there was a predominance of mutualists and a large segment of distanced individuals. Sex was the only variable shown to have a pronounced effect on WVO, with females being more mutualist-oriented than males. Information about the general public’s WVO can be used to check against the orientation of other specific groups such as landowners and hunters. It can also prove useful for developing specific hunting and wildlife policies such as certification of wildlife managers.  相似文献

Conservation Through Public Health, a grassroots, Uganda-based Non-Governmental Organization, in partnership with Uganda Wildlife Authority, established a field clinic for mountain gorillas and other animal species in Bwindi Impenetrable National Park in 2005. This was an initial step in the effort to establish a long-term wildlife health-monitoring system in Uganda. This wildlife health-monitoring system is to act as an early warning system for disease outbreaks. The clinic primarily analyzes gorilla fecal samples for parasites and, since its establishment in 2005, has grown to include in its remit livestock, park staff, and symptomatic humans from the Bwindi community. The diagnostic testing capability of the field clinic has expanded to include Giardia spp and Cryptosporidium spp. One policy outcome of this project has been the adoption of regular gorilla fecal sample collection as a health-monitoring intervention in the Uganda Wildlife Authority's annual operational plan. Conservation Through Public Health is also planning to erect a “One Health” Gorilla Center, to accommodate extra tests, including polymerase chain reaction, for more accurate detection of cross-species transmission of bacteria, parasites, and other pathogens. The main challenges for the clinic personnel are associated with the building's remote location at the national park. Consequently, the diagnostic facility is not connected to the national electricity grid, which necessitates the use of a more expensive option for power, solar with the aid of a backup generator.  相似文献
