公众对城市森林的认知及其态度

为了解公众对城市森林的认知与态度,籍此探讨政府推行的生态型园林城市建设计划是否为公众所接受,该研究以保定市民问卷调查为例,合理设计调查问卷,并在所得数据的基础上分析了城市居民对城市森林的认知程度、现状满意度、需求及参与意识等各项指标。调查结果表明,大多数受访者对保定市城市森林现状不太满意,但对于城市森林建设的态度与参与意识较为积极。通过对662份有效调查问卷的结果分析,初步认识了公众对城市森林建设的各方面态度,为城市森林建设的相关决策者和研究者提供了参考。     

Evaluation of Management Patterns of Public Projects

Due to the particularity of public projects, the evaluation of management patterns of public projects is an important aspect of performance evaluations of public sectors, and is the premise and foundation for improvement of decision - making management of projects. The objectives and contents of evaluation and selection rules of evaluation indexes were discussed briefly. The evaluation indexes system of management patterns of public projects is proposed. Applicable evaluation methods and the application bounds of the evaluation indexes system are put forward.     

The Public Participation in the Urban Planning

The policy of public participation in urban planning was first practiced in Europe in the 1960s. After 40 years of development, the policy has become the essential step of city planning in Western countries where as is just at the elementary step in China. For the purpose of knowing the situation about the policy performing in local cities and discussing the feasibility of public participation in urban planning, several kinds of investigation have been done. From the investigation, it is found that although the public participation has already been the important step of urban planning in some city during just several years,there are still many problems. This paper shows a panorama view of this issue. Th describe the future of public participation in e authors will offer some solutions according to the problems and the urban planning.     

PFI-Private Finance in Public Works

PFI is one of the novel approaches for the private finance in public works. The initiative aims on encouraging the private sector to undertake infrastructure projects and the provision of services on a project basis, rather than by the traditional means of procurement. PFI has been widely applied in a large number of fields in public works of government. PFI has become one of the government's main instruments for delivering higher quality and more effective public services. Two of the principal tenets of PFI is: the first is to secure value for money for the public sectors and the second to transfer the ongoing risk in the continued delivery of a service away from the public sector to the private sector.     

我国农村公共文化服务政策研究——下篇：发展特征

为了全面了解农村公共文化服务政策的发展特征,促进当代中国农村公共文化服务体系建设。本研究对1998—2015 年间中国农村公共文化政策的制定与实施情况进行了全面梳理。研究表明,农村公共文化服务政策的出台呈现出重视基础设施建设、重视文化权益保障、重视文化工程带动、重视全覆盖和均等化等特征。深入分析农村公共文化服务政策的发展特征,对于完善农村公共文化政策体系建设,提升农村公共文化服务水平有着重要意义。     

非正式集体决策视角下的农村公共产品供给

我国农村公共投资项目和投资规模明显增加,投资主体也日益多样化,但是,农村公共投资项目、投资规模和投资主体在村与村之间的分布都存在显著的差异。本文试从非正式的集体决策角度来解释这种差异,认为非正式的集体决策能够在提供农村公共产品服务方面发挥政府无法替代的积极作用,它可以解决农村共同体的集体行动困境问题,实现对农民的整合,从而解决农村公共产品的匮乏问题。不同的地区具有不同的集体决策形式,因此,村与村之间存在显著的差异。     

On Government Purchasing Behavior to Public Construction Project

With China's joining the WTO, the demands for globalization of economy make it necessary to bring public construction projects into government purchasing domain. In this paper, starting with the features of government purchasing for the project, its necessity is analyzed and some countermeasures are put forward from the government position. It is meaningful undoubtedly for China to join WTO and open the government purchasing market.     

Public Participation in Community Landscape Planning and Design: A Case Study of Public Participation in Planning of Danny Woo Community Park in Seattle

This paper, based on a case study of public participation in Danny Woo Community Park in Seattle, explored public participation in community landscape planning and design and analyzed the present situation, main forms and problems of public participation in development planning of community setting in China, so as to provide constructive reference for public participation in Chinese community planning and design that involves public interests.     

Analysis on the Problems and Contradictions of the Protection of Historic Cultural Towns in China

On the foundation of lucubrating the concept and connotation of the historic cultural towns,this paper analyzes the contradictions and problems for their protection briefly.The main contradictions and problems are as follows: the relationship between the types of city space structure and the rate of economic development,the progress of tourism and the historic city protection,the authenticity and the false curio,the system of public participation and the public's protection consciousness etc.Finally,it presents some countermeasures for those problems given above.     

Urban Public Space Design and Human Activities

People are paying more and more attention to the design of urban public space. What kind of public space is needed is an important problem to be probed into. In this paper, the rationality of the design of urban public space is discussed. The demand of human activities to the public space and the design method with considering the human beings, human activities and the public space are emphasized. It is pointed out that the public space will lose its meaning without the activities and spirits of human beings.     

新疆农村公共产品投资绩效分析

随着农村公共产品投资力度不断加大,只有清楚掌握公共产品投资绩效情况,才能为政府投资决策提供可靠依据。农村公共投资的绩效分为经济绩效和社会绩效。本文运用计量经济模型,以新疆省为例来分析农村公共产品投资绩效。结果表明：新疆农村公共投资与农村经济存在显著正相关,农村公共投入每增加1元,将带动农业总产值增加0.322元;同时相关统计数据表明新疆农村公共产品投资在社会绩效方面也呈正效应,且贡献率不断提高,新疆各类公共产品投资不仅有效促进农村经济的发展,而且极大推动了农民的生产生活水平。最后给出推动公共产品供给的均等化、构建多元化投资体系等建议。     

Innovation Expectations and Patenting in Private and Public R&D Projects

In this paper, we investigate how the innovation expectations of public financiers are related to realized patents. The analysis is based on a novel data set of collaborative R&D projects subsidized by the Finnish Agency of Technology and Innovation (Tekes) and the European Regional Development Fund (ERDF) during the period 2000–2004. Innovation expectations are measured using reports submitted by Tekes experts during ex ante assessments of projects. Our probit model results reveal that Tekes' patent expectations are positively related to realized patents for projects led by private firms (but not by public organizations). For large organizations, Tekes' innovation expectations are better at predicting patenting.     

我国农村公共文化服务政策研究——上篇：发展历程

为了全面了解农村公共文化服务政策的发展历程,促进当代中国农村公共文化服务体系建设。本研究对1979—2015 年间中国农村公共文化政策的制定与实施情况进行了全面梳理。研究表明,农村公共文化服务政策颁布和实施大致经历了“肇始”、“探索”、“深化”3 个阶段,政策的雏形在肇始阶段逐渐形成、轮廓在探索阶段逐渐显现、较为系统的体系在深化阶段基本形成。深入分析农村公共文化服务政策实施背景、实施情况、实施特点及其影响,对于完善农村公共文化政策体系、促进农村公共文化服务体系建设有着重要意义。     

Analysis on a Financing-model of Public Companies in Incomplete Market

It remains intrinsic defect how to explain reasonable financing behaviors in classical theory of capital structure. This paper gives a capital structure decision-making model with asymmetric information and exchange cost in incomplete market, and opens out mechanism of financing-selection base on adverse selection by Chinese public companies, in more we can explain well phenomena about equity over-financing of Chinese public companies.     

Research on Mechanism of Urban Environmental Deign Assessment

The development of socialist market economy brings great chances to the urban construction. However, utilitarianism and blindness in urbanization show deficiency in idea of environmental design, system and public participation. To resolve this problem, a fair system of environmental design with healthy system of examination and approval, post occupancy assessment with public participation are discussed after analysis of Chinese environmental design.     

Analysis of Social Appraisal Index System in Public Project

The social evaluation theories of public project still have not been standardization today, and have effects on the process of the construction to city. One of the main reasons lays in that the index system, about the social evaluation theories of public project, connects with many fields, has many non-economic index and difficult in measuring the every index. This article is to mark off the main factors involved in social evaluation effectually, to set up index system of social evaluation practically, and to settle firm ground for methodology and theory of public project.     

Analysis of Sun-shading for the External Public Space

In this paper,we summarize outdoor sun-shading forms in public spaces and compare the shading effects of several shading measures.Then,taking a public square in the city of Chongqing,P.R.China as an example,we analyze thermal environmental designs with full application of various sun-shading forms so as to give a reference for the design of future urban public spaces and the reconstruction of existing urban public spaces.     

基于DEA的公共财政支持低碳农业发展效率评价——以黑龙江为例

研究旨在评价黑龙江公共财政支持低碳农业发展的效率,运用DEA模型,将黑龙江省低碳农业的公共财政支持效率作为研究对象,以2008—2012年作为决策单元,选取农业劳动从业人数、化肥用量、农机总动力、农业补贴支出和农业科技支出作为投入指标,农业总产值和农机操作的碳排放作为产出指标,运用Deap2.1软件评价投入产出配比的技术效率,找出各决策单元产出既定下的投入最优规模和改善措施。结果显示,2012年黑龙江公共财政支持低碳农业发展效率达到最优,在充分保证农业产值和农机操作碳排放的预期水平下,农业公共财政补贴等要素投入恰到好处,投入的增减变化不但不会实现最大产出,反而会影响财政资金的利用效率。该结论可为黑龙江公共财政支持低碳农业的发展提供参考建议。     

Labour market impacts of the equalisation of basic public health and medical services on internal migrants in China

Using China Migrants Dynamic Survey Project data from 2011 to 2017, this study investigates the labour market impacts of equalisation of basic public health and medical services on internal migrants by the difference-in-differences approach in China. The results reveal that equalisation of basic public health and medical services increases the probability of labour participation and the income of internal migrants. Male migrants, married migrants and migrants who cover long migration distances have a much stronger positive response to the equalisation of basic public health and medical services in terms of likelihood of labour participation and level of income. Mechanism checks indicate that the increases in labour participation and income of internal migrants are enhanced by the improvement of medical service utilisation, human capital and social integration after the implementation of the equalisation of basic public health and medical services.     

Main Factor Analysis on the Sustainable Growth of the Public Companies in China

With the sample of Chinese A-stock public companies which appear on Stock Exchange of Shanghai and Shenzhen before 1994,and by using the factor method and regression,this paper finds out and explains the equilibrium relation among sustainable growth of Chinese public companies,profitability and capability of debt-repayment and capability of operation. This paper discover: (1)The sustainable growth rate of a public company is in inverse proportion to asset-debt ratio, but in direct proportion to current debt ratio as well as acid test ration. (2)There is a positive correlation between the sustainable growth rate of a public company and its profitability. That's to say, the higher earning rate, the higher sustainable growth rate.(3)The sustainable growth rate of all public firms other than those of the commerce industry is positively correlated to the growth capacity.(4)Apart from the commerce industry, there is a positive correlation between the sustainable growth and the operation capability of the public companies, regardless of their integral sample, industries sample and scale sample.
