Application Research of Water-saving and Drought-resistant Landscape Plants:A Case Study of Inner Mongolia Drought-resistant Mongolian Grasses

Construction of "water-saving landscape architecture" is a crucial content of building "conservation-minded society',an important approach of ensuring the sustainable development of landscaping industry.It targets at exploring a reasonable means of using the nature,so as to improve ecological conditions and environment,save resources and energies,and promote the harmonious coexistence of man and nature.Landscape plant is a significant component of landscape architecture,it is a key section to choose proper drought-resistant plant species for the landscape construction.     

Evaluation on Technology Innovation ability in Construction Industry in 31 Provinces and Cites of China Based on Factor Analysis

From the statistical data is not difficult to find, the growth of construction industry has been falling, construction industry of the labor productivity and the rate of technical equipment is slow-moving. It shows that the Construction Industry is still in Ruggedly management mode in many areas, lacking of technological innovation. Therefore, the paper evaluate the technology innovation ability in construction industry in 31 provinces and cites of China using factor analysis, get the current status and find the difference, to find solutions for promote the technology innovation ability in construction industry.     

Significance of Construction Guarantee Institution to Risk Management in China

Construction guarantee institution is a risk management means to disperse or remove each party's risk. The guarantor makes a promise in written form to the party in right under guarantee's demand to fulfill what the guarantee is requested in construction contract, if the guarantee cannot do it. In developed countries and regions, the construction guarantee is an important part of social guarantee system in construction engineering and has been developed amply. Beginning with the methods of risk management, this paper introduces and analyzes the important statue of guarantee in construction industry in risk management over the world and provides some advice on how to carry out the guarantee in our construction industry.     

加快推进长治现代化农业建设的若干思考

建设现代化农业是建设社会主义新农村的首要任务和重要基础,是全面落实科学发展观、构建和谐社会的必然要求,是缩小城乡差距,改变农村落后面貌,增加农民收入的重要途经。作为区域性中心城市,推进现代化农业建设是长治的必然选择。依据农业圈层结构理论、农业比较优势理论、区域经济梯度转移理论,结合长治市建设现代农业的现状、基本条件、发展状态,提出推进长治现代农业建设的战略构想和今后发展的基本思路、主要内容、措施。     

Electronics Assembly Subcontracting in Southern California: Production Processes,Employment, and Location

In this paper, I deal with three main facets of the electronics assembly subcontract industry in Southern California: (a) its technological and organizational structure, (b) its employment characteristics, and (c) its transactional-locational logic. I begin by describing production processes in the industry, and I suggest that the industry is marked by two distinctive kinds of flexible specialization. On the basis of a questionnaire survey, I show that the industry's labor force is composed for the most part of women and immigrants, and that there is a fairly distinctive gender and ethnic division of labor within individual establishments. I show too that the industry is typically arranged in an agglomerated locational pattern resulting from its transactions-intensive nature. I end the paper with a brief allusion to some possible restructuring trends that may affect the future functioning and locational structure of the industry.     

Appropriate Technology and Corresponding Design Strategies for the Steel Construction Congregated Apartments

In this paper,notions on appropriate technology for the Steel Construction Congregated Apartments are proposed in order to deal with the technical impediment that arises from applying steel structural techniques to the congregated apartments.The appropriate technology for the steel construction congregated apartments is defined as systematic technologies that are in harmony with the status quo of Chinese productive force level,social culture and building technology,and as the strategies of choosing or balancing technology according to sustainable development principle.The principal design and constructing strategies of appropriate technology are as follows:(1) organization of residential space combined with steel construction techniques,(2) suitable structural system,(3) a new idea of fire resistance,and(4) kit building technique etc.A technological concept analysis about an ideal model of a steel construction system congregated apartment combined with the appropriate technology is also presented.     

优化城乡建设用地结构与布局研究——以河北省藁城市为例

优化城乡建设用地结构与布局是统筹城乡发展、构建和谐社会的重要内容。本研究为了解决在统筹城乡发展过程中如何更好地安排城乡建设用地结构与布局的问题,以河北省藁城市为研究对象,在充分调查河北省藁城市城乡建设用地的现状的基础上,从数量、布局、所占比重等方面分析了城乡建设用地存在的问题。研究认为,城镇规模偏小、土地集约利用程度相对较低、双重用地问题突出、城市化水平低、产业发展竞争力不足等问题是阻碍城乡建设用地结构与布局优化的重要因素,并从科学编制土地利用总体规划、建立土地集约利用评价体系、深化改革、加强土地管理、集约利用土地的城镇化道路等方面提出相应优化藁城市城乡用地结构,推进建设用地整理的对策建议。     

农民工流动的特点及对策

农村剩余劳动力转移关系新农村建设、和谐社会以及中国城镇化建设等一系列问题，然而作为产业工人重要组成部分的农民工却在劳动就业、权利维护、生活保障等方面处于尴尬地位，只有弄清农民工流动的特点，针对这些特点探究促进农民工流动的措施，才能够有利于农村劳动力顺利转移。笔者在界定农民工流动范围的基础上，分析了农民工初次和再次流动的特点，针对这些特点提出了促进农民工流动的对策。     

Application of the Pattern of Construction Management Contract in Large-scale Project in Shanghai

This article states systematically the fundamental conception of the mode of construction management general contract, the contract structure and the organization structure through the analysis of the construction characteristics of Shanghai large-scale projects, considering the situation of China and the characteristics of this line. It also summarizes the characteristics of the mode of construction management general contract through the example of the Pudong International Airport Construction. The mode of construction management general contract not only meets the needs of construction technique in bettering the design of construction project building, but also releases the pressure in middle and later management of construction project building and overcomes the deficiency of the long-term building period, hard-to-control investigation brought by the problem of design, purchase, construction divided from and restricted by each other existed in the traditional contract mode. It also helps the contractor to provide socialized, specialized, commoditized service for the contractor. Helps to overall arrangement, economized investment, management level improve ment can be given. So it has the superiority in super large-scale projects construction compared with the traditional construction management.     

Fuzzy Analysis Method for Evaluating the Qualityof Project General Supervision Engineer

Since the implementation of the new construction system in 1988 in China, this system has gone through three phases: trial phase(1988-1993),development phase(1993-1995),and comprehensive application phase from 1996.Construction supervision as a new management system has profound effects to the whole process of a construction project, in particular, to the three conventional objectives, that is quality, cost and construction time. The new management system has to a large extent brought the traditional problems of extended construction time, uncontrollable cost and unsecured quality to a normal practice. Construction supervision is a management activity with request of high intelligence. The performance of this activity is closely related to the quality of project general supervision engineer. This paper identifies the basic elements that a proper project general supervision must have. By applying the fuzzy analysis principle, this paper presents a quantitative model for evaluating the quality of project general supervision engineer.It provides an applicable approach for project clients when general supervision engineers are to be chosen.     

从农村社会工作角度看农村个体和谐建设

[摘 要]个体和谐建设是和谐农村建设,乃至整个社会主义和谐社会建设的起点,具有十分重要的现实意义。现阶段,农村个体和谐建设中还存在很多亟需解决的问题。农村社会工作从“优势视角”出发,强调助人自助、增权的价值理念,在解决农民问题,促进个体和谐发展方面具有明显的优势。     

发展乡村旅游与转移农业剩余劳动力新选择研究

有效转移农业剩余劳动力是中国农村经济发展过程中不可回避的问题。通过分析中国劳动力转移现状,指出现状不利于统筹城乡经济、社会发展,形成平等、和谐的城乡关系以及建立全面小康社会。提出21世纪新选择：发展乡村旅游,合理利用资源,提高中国乡镇企业吸纳劳动力的能力。最后提出一些建议：加强3个战略转型,实现一个转移。3个转型即农业供给结构转型、农民思想观念转型和农村劳动力素质转型,一个转移是农业剩余劳动力转移。     

关于加快城乡融合发展推动乡村建设的思考

现阶段中国总体处于城镇化快速发展阶段,工农互促,城乡互补。但城乡收入和消费差距仍然较为悬殊,全员劳动生产率差距很大,农村基础设施依然薄弱,农村社会保障水平偏低。随着城镇化发展,一些村庄融入城镇,劳动力大量外出,一些村庄出现了空心化、老龄化问题,同时,随着重大工程实施等,一些村庄也出现了搬迁撤并等新的情况与问题。在乡村振兴的背景下,本研究结合欧洲乡村建设发展的情况和特点,针对国内乡村建设存在的问题,提出了统筹城乡发展空间,做有特色的乡村建设规划,培育新型农业经营主体,融合发展保持乡村活力等一些新的思考与建议。     

The Project Management at the Visual Angle of Harmonious Management Theory

With the progress of technology and development of the society, higher and higher uncertainty inside and outside the project makes the management facing a big challenge. From the systemic meanings of harmony, this paper discusses the philosophical status of harmony in the project management,introduces the harmonious management theory,and then points out that the harmonious management is the methodology through whole cognitive levels. It then brings forward a harmonious model of the project management. At the end,this paper explores a new research route of the modern project management at the visual angle of the harmonious management theory.     

关于河北省农村新民居建设的实证性研究

农村新民居建设是推进社会主义新农村建设的重要内容,代表农村发展的方向。有鉴于此,本文力求总结河北省农村新民居工作的经验,为农村新民居建设提供决策依据。通过广泛而深入的调查研究,总结了河北省当前推进新民居设所取得的成效,梳理分析了河北省新民居建设进程当中所存在的问题,并提出了解决问题的对策建议：盘活农村土地,以城带乡,以工补农;简化审批手续,放宽建设周转用地政策;制定新民居建设推进法和新民居拆迁实施细则;完善扶持政策,加强落实督办;教育培训领导干部,提高认识。对河北省新民居建设工作进行了归纳,进而总结出的工作方法对于推进农村新民居建设进程有一定的借鉴意义。     

A Talk about Mode and Buildings of Providing for the Aged

In this paper, the problems to be studied and solved after China entered the "Aging Society" are presented. Then, based on analysis of the living mode of aged, the complex mode of providing for the aged by combining the family supporting with social supporting is presented. Finally, to study, design and construct the housing suitable for the complex mode of providing for the aged, the welfare building and recreation center for aged is suggested. This paper will play an important role in investigation of mode of providing for the aged with China's character and promoting the construction industry to meet the needs of aging society.     

北京市发展农产品加工业的思路与对策选择

农产品加工业的发展,是北京市实现城乡经济统筹发展、构建社会主义和谐社会首善之区目标的必然选择。北京市发展农产品加工业要以实现城乡统筹发展、保障首都市场供应、带动劳动力就业、增加农民收入、提供农业综合效益为目标;政府通过出台财政支持、税收优惠、信贷优惠、公共服务及市场服务等支持政策扶持,引导农产品加工业的发展。一方面,促进农产品加工企业在郊区集聚,以获得规模经济和范围经济;另一方面,促进食品加工等重点行业的加快发展,以获最大化经济和社会效益。     

中国城乡统筹发展的区域分步推进战略探索

本文基于城乡统筹视角,根据我国东、中、西部地区的发展差异,提出了三类地区应分别采取提升城镇化质量、城镇化与新农村建设并重以及着力建设新农村的区域优先战略。

漳州市县域经济发展现状及对策研究

加快县域经济发展,不仅是解决"三农"问题,实现十六大提出的全面建设小康社会目标的重要举措,而且是落实科学发展观,构建和谐社会的重要举措。目前,漳州县域经济还处于比较滞后的状态,经济总量较小、经济发展不平衡、财政困难等问题是制约县域经济发展的主要因素。发展壮大县域经济已是一个刻不容缓的任务,要合理确定县级政府职能,积极发展外向型经济,提高私营企业竞争力,有效推进漳州市县域经济科学、协调、快速的发展。
