以公共价值为基础的洱海流域水环境治理项目绩效评价

摘    要:为研究洱海流域水环境治理项目的绩效水平,选择了水稻绿色种植项目、湿地建设项目、垃圾处理项目,并从公共价值角度构建了实施过程子系统与环境结果子系统的环境治理项目绩效评价体系。政策实施过程,从政策实施的"公平性"、政府部门管理的"效率性"、合作生产的"参与性"、生态效果的"可持续性"四维度提取指标因子;环境治理结果从污水处理效果、生活垃圾转运效果、项目运行状况等指标来衡量。结果显示,从项目实施过程绩效值看,水稻绿色种植、湿地建设、垃圾处理项目的绩效值分别为0.6810、0.7908、0.8833,绿色种植和湿地建设绩效值结果为"较好",垃圾处理项目绩效值结果为"很好";从生态结果绩效值看,水稻绿色种植项目的绩效值为0.7197,湿地建设项目的绩效值为0.7019,垃圾处理项目的绩效值为0.9500,垃圾处理项目生态效果为"很好"级别,湿地建设项目绩效值要好于水稻绿色种植项目;从项目的综合绩效值看,水稻绿色种植项目、湿地建设项目、垃圾处理项目的绩效值分别为0.7004、0.7464、0.9167,水稻绿色种植和湿地建设项目绩效等级为"较好",垃圾处理项目的绩效等级为"很好"。研究表明,以公共价值为基础框架的水环境治理项目绩效评价结果与实际调研情况相吻合,同时也为水环境污染治理绩效评价提供了新视角和新尝试。

Performance Evaluation of a Water Environment Control Project in Erhai Basin, Yunnan Province, Based on Public Values

Abstract:In order to study the performance of water improvement projects in the Erhai River basin, we established a performance evaluation index system based on public value theory from the perspective of government officials and residents. The evaluation system included a implementation process subsystem and an environmental outcomes subsystem. Indicators for the implementation process included fairness of policy implementation, efficiency of government management, public participation and the sustainability of ecological outcomes. Indicators of environmental outcomes included sewage treatment, domestic waste transfer and project operation. Indicators were weighted using the analytical hierarchy process (AHP) and the performance evaluation index included five rating categories. An environment-friendly rice planting project, a wetland construction project and a garbage treatment project were selected for evaluation. Implementation scores for the three projects were, respectively, 0.6810, 0.7908 and 0.8833. Performance results for the environment-friendly rice planting project and wetland construction project were good, and the results of the garbage treatment project were pretty good. From the perspective of ecology, the performance values for the three projects, in the same order, were 0.7197, 0.7019 and 0.9500, respectively, indicating that the ecological effect of the three projects was pretty good. The overall performance values of the projects, gain in order, were 0.7004, 0.7464 and 0.9167, indicating that the performance level of the environment-friendly rice planting project and wetland construction project were good and, for the garbage treatment project, pretty good. The performance evaluation of the projects based on the public value framework was consistent with the actual investigation. Our study provides a new perspective and an alternative method for evaluating water pollution control projects.
