| 摘 要： | 玻利维亚通过土地改革和森林法修订,为森林经营创造了良好的外部环境,并建立起了以公众参与为主导的森林资源管理体系和管理途径。在具体措施上,主要采取森林认证、实行特许权制度和编制森林经营规划等手段,极大地促进了森林可持续经营进程。尽管如此,在公有林管理中,依然存在着法律不完善、行政机构权责不明晰以及其改革阻力大等一系列问题,尚待进一步解决。玻利维亚公有林管理制度改革的经验,为完善中国森林资源管理提供了借鉴。

| Abstract: | Through agrarian reforming and the Forestry Law revising,good external environment for forest management had been created,as well as forest resource management system and ways headed by public participation had been established in Bolivia which lies in the Amazon.By introducing the situation of Communal Forest Management in Northern Bolivia,this article points out that there are some problems in the reforms,such as legal uncertainties,ambiguous role of state and municipal agencies and the existence of opposition.It makes a conclusion that forest certification,concession system and forest management plans could be used for reference to Chinese forestry development. |
