| 摘 要： | 城乡低保一体化是落实科学发展观,实现统筹城乡发展的必然趋势;是消除制度性贫困,实现底线公平的必然要求;是突破改革瓶颈,促进低保制度可持续发展的现实需要。新的形势下,城乡低保一体化具备了党中央保障和改善民生社会政策的支持、经济发展的扶助和制度运行的实践基础,应该在立法统一制度、搭建社区管理平台、筹建社会化保障基金的基础上,标准有别,分步实施。
