浙江省低碳农业经济评价指标体系构建及评价

摘    要:在农业供给测结构性改革和生态环境资源约束趋紧的背景下,低碳农业成为农业经济发展的新趋势,是农业领域探究的新热点。低碳农济发展科学评价指标体系构建,有利于为低碳农业发展过程提供重要指导、为低碳农业发展质量评价提供重要依据,以农业大省、经济发达省双覆盖的浙江省为例对低碳农业进行评价,具有很强的先导意义。方法]基于低碳农业概念与内涵系统分析,构建农业发展水平、投入品强度、能源使用率、资源使用水平、废弃物利用水平5个二级指标和18个三级指标,利用AHP确定指标权重并应用到浙江省低碳农业发展水平评价上。结果]浙江省2006年开始,低碳农业取得快速发展,能源使用率是促进其快速发展的因素,投入品强度是限制其发展的主要障碍。结论]进一步提高资源利用率,降低农药化肥和农膜等投入品使用量,提升环保投入使用量,能有效提升浙江省低碳农业发展水平。

Construction and Evaluation of Low Carbon Agricultural Economic Evaluation Index System in Zhejiang
Abstract:Under the background of the structural reform of agricultural supply-side and the tight restriction of ecological environment resources, the construction of scientific evaluation index system of low- carbon agricultural development is helpful to provide important guidance for the development of low- carbon agriculture and a basis for the quality evaluation of low-carbon agricultural development. Taking Zhejiang which is both a big agricultural province and a developed province as an example, the evaluation of low-carbon agriculture has a strong guiding significance. Analysis of the concept and connotation of low carbon agriculture system based on the construction of 5 level-two indexes including agricultural development level, investment intensity, energy efficiency, resource utilization level, waste utilization level, and 18 level-three indexes, index weights are determined and applied to the evaluation of low carbon agricultural development level in Zhejiang by AHP. The research shows that energy efficiency is the main factor to promote the rapid development of lowcarbon agriculture, and the input intensity is the main obstacle to the development of low-carbon agriculture. To further improve the utilization rate of resources, reduce the amount of fertilizers and pesticides and other agricultural production inputs, and increase investment in environmental protection, can effectively enhance the level of development of low carbon agriculture in Zhejiang.
