| 摘 要： | 本文从分析农业自然灾害的特点入手,阐述了国家农业防灾救灾措施和农业保险经营管理机制,重点对两者的利弊进行了对比分析.研究发现,农业防灾救灾措施和农业保险并不能互相替代,两者都是农业灾害救助体系的重要组成部分;最后提出了完善农业灾害救助体系的相关政策建议.
