| 摘 要： | 水土保持是发展农业和农村经济的重要组成部分,是社会主义新农村建设的重要基础和有效载体.在新农村建设过程中,水土保持要突出工作重点:发挥行业管理职能;加强坡改梯和坡面水系建设;调整农村产业结构,加快农业产业化进程;推广和发展庭院水保;改善人居生活环境;加强预防监督.要加强新机制,以人为本,树立科学发展观,完善投入机制,提高水土保持科技含量.
